देहरादून। स्वास्थ्य विभाग के संभागीय प्रशिक्षण केंद्र चंदरनगर में जिला तंबाकू नियंत्रण प्रकोष्ठ द्वारा राष्ट्रीय तंबाकू नियंत्रण कार्यक्रम के अंतर्गत जनपद के विभिन्न सरकारी -गैर सरकारी संस्थाओ व विभागों में अधिनियम 2003 के प्रभावी क्रियान्वयन हेतु एक दिवसीय प्रशिक्षण का आयोजन किया गया। प्रशिक्षण कार्यक्रम में सरकारी विभागों को तंबाकू- धूम्रपान मुक्त करने, तंबाकू के दुष्परिणाम एवं उससे होने वाली बीमारी के नियंत्रण हेतु सरकारी विभागों, एजेंसियों और गैर सरकारी संगठनों द्वारा व्यापक विचार -विमर्श किया गया। कार्यशाला की अध्यक्षता करते हुए मुख्य चिकित्सा अधिकारी डॉ अनूप डिमरी ने स्वास्थ्य विभाग की विभिन्न इकाइयों को विभिन्न क्षेत्रों में कोटपा अधिनियम 2003 के प्रावधानों को सक्ति से लागू करने के निर्देश दिए तथा शिक्षा, परिवहन विभाग, पुलिस, पंचायतीराज विभाग, खाद्य आपूर्ति, फूड सेफ्टी, राजस्व विभाग, उद्योग, बाल विकास आदि विभागों से कोटपा अधिनियम के प्रावधानों को अपने- अपने स्तर पर भी तथा जनपद प्रकोष्ठ के सहयोग से सामूहिक तरीके से भी इसके प्रावधानों को लागू करने का आग्रह किया तथा आज प्रशिक्षण में सामने आए मुख्य बिंदुओं को अपने-अपने कार्यालयों में अन्य कार्मिकों से भी साझा करने का आग्रह किया। जिससे जनपद में सभी प्रकार की नशाखोरी और धूम्रपान पर पूर्णता प्रतिबंध लगे। उन्होंने कहा कि धूम्रपान और नशाखोरी को रोकने के लिए जनपद स्तरीय धूम्रपान नियंत्रण टीम को केवल सतही रूप में नहीं वरन लगातार संदिग्ध दुकानों तथा इस तरह के अनाधिकृत तंबाकू विक्रेताओं पर निगरानी रखनी पड़ेगी तथा लगातार औचक निरीक्षण करते हुए उनके द्वारा विक्रय की जाने वाली वस्तुओं का सत्यापन करना पड़ेगा। उन्होंने कहा ना केवल इस तरह की सामग्री को अनधिकृत रूप से विक्रय करने वालों पर भारी आर्थिक जुर्माना लगाना पड़ेगा बल्कि उन पर कानूनी कार्रवाई करते हुए जेल भी भिजवाना पड़ेगा। इसके अतिरिक्त उन्होंने सभी सरकारी और निजी विद्यालयों में विद्यार्थियों को धूम्रपान और नशामुक्ति के संबंध में लगातार जागरूक करने तथा अध्ययनरत बच्चों के अभिभावकों की भी काउंसलिंग करने के साथ ही समय-समय पर विभिन्न माध्यमों से प्रचार-प्रसार करने की भी बात कही। उन्होंने कहा कि तंबाकू के खतरे का अंदेशा इस बात से लगाया जा सकता है कि इसके सेवन से होने वाली बीमारियों के कारण विश्व भर में 1 वर्ष में लगभग 60 लाख से अधिक लोग मारे जाते हैं जबकि भारत में प्रतिदिन 37०० से अधिक व्यक्ति तंबाकू के कारण बीमार हो रहे हैं। बीड़ी, सिगरेट, गुटका, पान- मसाला, हुक्का, खेनी इत्यादि सभी तरह के स्मोकिंग पर पूर्ण प्रतिबंध लगाना जरूरी है। इससे पहले अपर मुख्य चिकित्सा अधिकारी डॉ. दिनेश चौहान ने अपने प्रेजेंटेशन में कहा कि धूम्रपान की रोकथाम के लिए सरकारी स्तर पर किए जाने वाले प्रयासों के साथ-साथ व्यापक सामाजिक चेतना की भी आवश्यकता है। उन्होंने उदाहरण देते हुए कहा कि अनेक अवसरों पर लोग अपने घरों में अथवा सार्वजनिक स्थल पर दूसरे व्यक्तियों को किसी लिहाज के चलते धूम्रपान करने से रोकते नहीं हैं जिसका सभी को किसी ना किसी तरह से नुकसान उठाना पड़ता है, क्योंकि धूम्रपान करने वाले को तो नुकसान होता ही है उसके आसपास रहने वाले अन्य लोग भी धूम्रपान के हानिकारक तत्वों से प्रभावित होते हैं। उन्होंने कहा कि स्मोकर के अधिकार वहां समाप्त हो जाते हैं जहां से दूसरों को प्रत्यक्ष -अप्रत्यक्ष स्मोकिंग से नुकसान होता है। इसलिए लोगों को किसी भी प्रकार के धूम्रपान की रोकथाम के लिए अपने आसपास संवेदनशीलता रखनी पड़ेगी, आवाज उठानी पड़ेगी। उन्होंने लोगों से आग्रह किया कि अपने परिवार में अथवा आसपास नशे के आदी व्यक्तियों से धूम्रपान छुड़ाने के लिए कुछ छोटी-छोटी और इनोवेटिव तरकीब भी अपनानी चाहिए जैसे- धूम्रपान के आदी व्यक्ति के माइंड को डायवर्ट किया जाए, उसको खाने के लिए कुछ और सौंप, इलायची जैसे घरेलू नुस्खे दिए जाएं, नशा युक्त चीजें उसकी नजर से दूर रखी जाए। उसको नशे की डिमांड के समय पानी, जूस, चाय इत्यादि दिया जाए अथवा उसको कुछ ना कुछ इस तरह से डील किया जाए अथवा उसके सामने कुछ इस तरह की परिस्थिति क्रिएट की जाए कि उसको धूम्रपान की चीजें आसानी से उपलब्ध ना हो सके। उन्होंने कहा कि धूम्रपान और नशे के आदि व्यक्तियों के लिए प्रत्येक स्वास्थ्य केंद्रों में प्राथमिक उपचार और काउंसलिंग की व्यवस्था की गई है। अतः उन्होंने लोगों को नशे के आदी व्यक्तियों को घर में ही अथवा प्राथमिक स्वास्थ्य केंद्रों में काउंसलिंग -उपचार की मदद लेन लेने का आग्रह किया। मनोवैज्ञानिक डॉ अनुराधा ने अपने प्रेजेंटेशन में अवगत कराया की तंबाकू के निकोटीना प्लांट की 70 प्रजातियां होती हैं। चाय या दूसरी चीजों में निकोटीन नहीं पाया जाता। ये केवल भ्रांतियां हैं। कहा कि सिगरेट से बीड़ी अधिक खतरनाक है क्योंकि उसमें फिल्टर नहीं होता, साथ ही बीड़ी और सिगरेट की टूडी और भी खतरनाक होती है। उन्होंने कहा कि जैसे ही व्यक्ति स्मोकिंग करता है एक चौथाई निकोटीन उसके ब्रेन में जाता है जिससे उसका ब्रेन बहुत अच्छा महसूस करता है लेकिन जैसे ही निकोटिन की मात्रा खत्म होती है उसके बाद दिमाग उसी तरह के मजे की और डिमांड करता है जिससे व्यक्ति और अधिक से अधिक नशा करने लगता है और अंत में वह उसका आदी हो जाता है। उन्होंने कहा कि विश्व भर में एड्स, टीवी, मलेरिया इत्यादि की अपेक्षा वर्ष में तंबाकू से कई गुना अधिक लोगों की मृत्यु हो जाती है लेकिन इसके बारे में समाज इतना संवेदनशील नहीं है। लोगों को तंबाकू के सेवन करने से केवल मुंह और गुर्दे के कैंसर होने की ही जानकारी है जबकि धूम्रपान से कई प्रकार के कैंसर के साथ-साथ ब्रेन स्ट्रोक और हार्ट अटैक भी आता हैं। इसलिए तंबाकू और धूम्रपान का सेवन करने वाले व्यक्ति अपने लिए एक तरह से *डेथ वारंट* तैयार करते हैं। उन्होंने कहा कि स्मोकिंग कई तरह की होती हैं- एक्टिव (प्रत्यक्ष) स्मोकिंग- जो व्यक्ति स्मोकिंग कर रहा है उसको उससे जो हानि होती है। पैसिव (अप्रत्यक्ष) स्मोकिंग- स्मोकिंग करने वाले व्यक्ति के आसपास रहने वाले दूसरे व्यक्ति जो स्मोकिंग से प्रभावित होते हैं तथा सेकंड हैंड अथवा थर्ड हैंड स्मोकिंग- स्मोकिंग करते समय धूम्रपान के पार्टिकल आसपास की वस्तुओं पर बैठ जाते हैं जो लंबे समय तक बने रहते हैं बच्चों द्वारा अथवा किसी व्यक्ति द्वारा जब इन वस्तुओं पर हाथ लगाया जाता है तो वह भी इसके हानिकारक पहलुओं से प्रभावित होते हैं। उन्होंने तंबाकू को छोड़ने के 2 तरीके बताएं एक तरीका यह कि स्मोकिंग को धीरे-धीरे छोड़ा जाए दूसरा एकदम छोड़ देना। तंबाकू के आदी व्यक्तियों द्वारा एकदम तंबाकू छोड़ने पर अधिकतर देखा गया है कि उनको कोई दूसरा साइड इफेक्ट (withdrawal) सिम्टम्स नहीं आते। जो व्यक्ति तंबाकू के अधिक आदि होते हैं उनको उन्होंने धीरे-धीरे तंबाकू छोड़ने के तरीके को अपनाने को कहा। इस दौरान जनपद समन्वयक तंबाकू प्रकोष्ठ अर्चना उनियाल ने अपने प्रेजेंटेशन में कहा कि तंबाकू को खाने योग्य तैयार करने के लिए उसमें बहुत सारे हानिकारक तत्वों को मिलाया जाता है जो व्यक्तियों के विभिन्न अंगों को बहुत ही खतरनाक तरीकों से प्रभावित करते हैं। उन्होंने कहा कि शहरों में सिगरेट पीना स्टेटस सिंबल बना हुआ है जबकि गांव में तंबाकू पीना परंपरा के तहत ज्यादा चलन में है। पुलिस क्षेत्राधिकारी नेहरू कॉलोनी पल्लवी त्यागी ने अपने प्रेजेंटेशन में कहा कि बच्चों में स्मोकिंग की आदत अपने पेरेंट्स से तथा स्कूलों में सहपाठी बच्चों की देखा- देखी से विकसित होती है और कुछ समय तक धूम्रपान के सेवन करते रहने से इस आदत को छुड़ाना मुश्किल होता है। उन्होंने सभी सार्वजनिक स्थलों, सार्वजनिक कार्यालय आदि में अनिवार्य रूप से तंबाकू से होने वाली हानियां और जागरूकता से संबंधित साइन बोर्ड लगवाने का सुझाव दिया। उन्होंने कहा कि हर व्यक्ति तक तंबाकू के नुकसान नुकसान की जानकारी पहुंचा कर तंबाकू की डिमांड में कमी करते हुए उसकी सप्लाई बाधित की जा सकती है। इस दौरान कार्यशाला में जिला अभिहित अधिकारी (फूड सेफ्टी) गणेश कंडवाल, डॉक्टर त्यागी, माध्यमिक शिक्षा अधिकारी वाई एस चौधरी सहित परिवहन, श्रम, खाद आपूर्ति, उद्योग, शिक्षा, पुलिस, पंचायत, ग्रम्या विकास, वाणिज्य कर विभाग, नारकोटिक्स विभाग, बाल विकास, आबकारी, समाज कल्याण, बाट एवं माप तोल विभाग सहित गैर सरकारी संगठनों के सदस्य उपस्थित थे।
