देहरादून । प्रदेश सरकार के एक साल का कार्यकाल पूर्ण होने पर प्रदेश भर में सरकार की एक साल की उपलब्धियों पर आधारित विभिन्न कार्यक्रम आयोजित किये गये। मुख्यमंत्री पुष्कर सिंह धामी ने गुरुवार को रेंजर्स ग्राउण्ड में आयोजित मुख्य कार्यक्रम में सूचना एवं लोक सम्पर्क विभाग द्वारा प्रकाशित विकास पुस्तिका ‘‘एक साल नई मिसाल’’ का विमोचन किया। इस अवसर पर ग्राम तरला नागल सहस्त्रधारा मार्ग में 12.45 हेक्टेयर में बनने वाले लगभग 37 करोड़ रूपये की लागत के सिटी फोरेस्ट का शिलान्यास भी मुख्यमंत्री द्वारा किया गया। कार्यक्रम स्थल पर मुख्यमंत्री ने कन्या पूजन के साथ विभिन्न विभागों द्वारा लगाये गये बहुद्देशीय शिविर का अवलोकन किया। प्रदेश के सभी जनपदों में जनपद के प्रभारी मंत्रियों, विधायकगणों एवं अन्य जन प्रतिनिधियों ने सरकार के एक साल पूर्ण होने पर आयोजित किये गये कार्यक्रमों में प्रतिभाग किया।
मुख्यमंत्री ने घोषणा की कि राज्य में मुख्यमंत्री प्रतियोगी परीक्षार्थी परिवहन योजना शुरू की जायेगी। इस योजना के तहत परीक्षाओं में भाग लेने वाले परीक्षार्थियों को आने-जाने के लिए परिवहन निगम की बसों में किराये में उत्तराखण्ड में 50 प्रतिशत की छूट दी जायेगी
कक्षा 06 से ही कम्प्यूटर एवं सूचना प्रौद्योगिकी की शिक्षा को लागू किया जायेगा। राज्य के सभी 13 जनपदों में लैब ऑन व्हील्स ‘‘चलती-फिरती प्रयोगशाला स्थापित की जायेगी। उत्तराखण्ड राज्य साइंस टेक्नोलॉजी और इन्फोर्मेशन टेक्नोलॉजी कॉरिडोर के रूप में विकसित किया जायेगा। साथ ही राज्य सरकार इस क्षेत्र में शीघ्र ही ‘‘साइंस और टेक्नोलॉजी इनोवेशन पॉलिसी’’ लायेगी। हल्द्वानी गौलापार में स्थापित अन्तरराष्ट्रीय स्टेडियम को उच्चीकृत कर अन्तरराष्ट्रीय मानकों का खेल विश्वविद्यालय स्थापित किया जायेगा। राज्य में काश्तकारों को सहयोग देने के लिए मुख्यमंत्री औद्यानिकीकरण योजना प्रारम्भ की जायेगी। राज्य में पशुपालकों को सहयोग देने के मुख्यमंत्री राज्य पशुधन मिशन प्रारम्भ किया जाएगा। राज्य में मुख्यमंत्री कौशल विकास एवं रोजगार योजना प्रारम्भ की जायेगी। जिसमें स्नातक पास छात्र एवं छात्राओं को आवश्यक रूप से दक्ष बनाया जायेगा।
राज्य के 250 की आबादी वाले गाँवों को मुख्य सड़कों से जोड़ने के लिए मुख्यमंत्री ग्राम सड़क योजना प्रारम्भ की जाएगी
प्रत्येक विधानसभा क्षेत्र में उपलब्धता एवं उपयुक्तता के आधार पर 01-01 अमृत सरोवर / झील को पर्यटक स्थल एवं वाटर स्पोर्टस के केन्द्र के रूप में विकसित किया जाएगा। जिला सेवायोजन एवं कौशल विकास कार्यालय को स्वरोजगार केन्द्र के नोडल कार्यालय के रूप में विकसित किया जाएगा। श्रमिकों के बच्चों को भी उचित स्कूली शिक्षा मिल सके इस हेतु राज्य सरकार मोबाईल स्कूल (चलते-फिरते स्कूल) प्रारम्भ किये जायेंगे। राज्य सरकार द्वारा दिवालीखाल से गैरसैंण तक के सड़क मार्ग के चौड़ीकरण का कार्य किया जायेगा। लोकतंत्र सेनानी की मृत्यु होने पर उनकी पेंशन विधवा पत्नी को दी जाएगी। उत्तराखण्ड के लोकपर्वों उत्तरायणी, फूलदैई, हरेला, ईगास, बूढ़ीदिवाली आदि लोकपर्वों को व्यापक पहचान दिलाए जाने एवं पूर्ण श्रद्धा एवं हर्षाल्लास के साथ मनाए जाने के लिए समेकित नीति बनाई जाएगी।
मुख्यमंत्री श्री पुष्कर सिंह धामी ने कहा कि आज का दिन कई अर्थों में विशेष है। आज के दिन देवभूमि की जनता द्वारा अपनी आशाओं-आकांक्षाओं को पूरा करने के लिए चुनी गई सरकार का एक वर्ष पूर्ण हुआ है। आज हमारा उत्तराखंड ‘‘उत्कृष्ट उत्तराखंड’’ बनने की राह पर अग्रसर है। उत्तराखंड की राजनीति में यह पहला अवसर था जब जनता-जनार्दन ने किसी एक दल को दोबारा सेवा का अवसर प्रदान किया था। मुख्यमंत्री ने कहा कि जनता भली-भांति जानती है कि कौन इस प्रदेश को विकास के पथ पर आगे बढ़ा सकता है? कौन वंचितों को उनके अधिकार दे सकता है? कौन युवाओं के सपने साकार कर सकता है और कौन अंत्योदय की परिकल्पना को सही आकार दे सकता है? जनता ने सत्य को चुना और हर कसौटी पर परख कर हमें एक बार पुनः सेवा का अवसर दिया। इस एक वर्ष के दौरान हर क्षण यह प्रयास किया है कि जितनी भी प्रदेश के सामने चुनौतियां हैं, उन सभी का समाधान निकाला जाए और राज्य को विकास कि राह पर आगे बढ़ाया जाए।
मुख्यमंत्री पुष्कर सिंह धामी ने कहा कि जब भी वे जनहित में कोई फैसला लेते हैं, तो सबसे पहले समाज के अंतिम पंक्ति के लोगों के चेहरों को ध्यान में रखते हैं, इससे निर्णय लेने में आसानी होती है। लोगों का विश्वास ही हमारी प्रेरणा है, उनके इस विश्वास को हमें और अधिक मजबूत करना है। उत्तराखंड को विकसित राज्य बनाने का जो विकल्प रहित संकल्प लेकर हम चल रहे हैं उसके कुछ पड़ाव हमें पार कर लिए हैं और कई पड़ाव अभी पार करने हैं। प्रधानमंत्री श्री नरेन्द्र मोदी जी की अपेक्षा के अनुसार उत्तराखण्ड को देश का सर्वश्रेष्ठ राज्य बनाने के लिए राज्य सरकार पूर्ण रूप से संकल्पबद्ध है। किसी भी सरकार के मूल्यांकन के लिये एक वर्ष का समय बहुत कम होता है, फिर भी इस एक वर्ष में नए उत्तराखण्ड के संकल्प के साथ राज्य सरकार ने बड़ी पहल की है। सरकार ने इस एक वर्ष के कार्यकाल को राज्य में संस्थागत सुधारों की दिशा में अनेक कदम उठाये।
मुख्यमंत्री ने कहा कि सरकार द्वारा मसूरी में ‘सशक्त उत्तराखण्ड@25 थीम पर आयोजित व्यापक चिंतन और विचार-विमर्श द्वारा क्षेत्रवार राज्य के विकास का ना केवल खाका तैयार किया गया बल्कि इस पर तेजी से काम भी शुरू किया जा चुका है। अंत्योदय परिवारों को तीन गैस सिलेंडर देने हों, प्रदेश की महिलाओं के लिये क्षैतिज आरक्षण की व्यवस्था को लागू करना हो, समान नागरिक संहिता का मसौदा तैयार करने की कार्यवाही हो, जबरन धर्मांतरण पर रोक के लिये कानून बनाना हो,नई शिक्षा नीति लागू करना हो,नई खेल नीति लागू करना हो,सख्त नकल विरोधी कानून हो, राज्य आंदोलनकारियों व उनके आश्रितों को सरकारी नौकरियों में 10 प्रतिशत का क्षैतिज आरक्षण देना हो सरकार ने राज्य के लिए आवश्यक इन कार्यों को इतने कम समय में कर के दिखाया है। राज्य में सख्त नकल विरोधी कानून बनाया गया है। उत्तराखंड में पहली बार परीक्षाओं में धांधली करने वाले 80 से ज्यादा लोगों को जेल में डाला है।
मुख्यमंत्री ने कहा कि प्रधानमंत्री श्री नरेंद्र मोदी जी के नेतृत्व और मार्गदर्शन में देवभूमि उत्तराखण्ड का तेजी से विकास हो रहा है। पिछले वर्षों में केंद्र सरकार द्वारा विभिन्न महत्वपूर्ण परियोजनाएं प्रदेश के लिए ना केवल स्वीकृत की गई हैं बल्कि इनमें से कई पूर्ण होने की कगार पर भी हैं। प्रधानमंत्री जी ने गौरीकुण्ड-केदारनाथ और गोविंदघाट-हेमकुण्ट साहिब रोपवे का शिलान्यास किया है और उन्हीं के मार्गदर्शन में मल्टी-मॉडल कनेक्टिविटी पर अभूतपूर्व कार्य हो रहा है। उत्तराखंड के सर्वांगीण विकास को सुनिश्चित करने के लिए डबल इंजन की हमारी सरकार निरंतर कार्य कर रही है। प्रधानमंत्री जी ने श्री केदारनाथ की भूमि पर का था कि 21वीं सदी का तीसरा दशक उत्तराखण्ड का दशक होगा। इस दशक को उत्तराखण्ड का दशक बनाने के लिए राज्य सरकार तेजी से आगे बढ़ रही है। सभी विभागों द्वारा आगामी 10 सालों के रोडमैप पर कार्य किया जा रहा है।
मुख्यमंत्री के नेतृत्व में एक साल में राज्य सरकार ने लिए अनेक महत्वपूर्ण निर्णय
कैबिनेट मंत्री एवं जनपद के प्रभारी मंत्री श्री सुबोध उनियाल ने कहा कि मुख्यमंत्री श्री पुष्कर सिंह के नेतृत्व में राज्य सरकार ने एक साल में जनहित में अनेक निर्णय लिये। गरीबों को साल में मुफ्त में 03 गैस सिलेण्डर दिये जा रहे हैं। किसानों को आत्मनिर्भर बनाने की दिशा में सराहनीय कार्य हुए हैं। स्टार्टप एवं स्किल डेवलपमेंट की दिशा में विशेष प्रयास किये गये हैं। 2025 तक उत्तराखण्ड को देश के अग्रणी राज्यों की श्रेणी में लाने के लिए हर क्षेत्र में तेजी से कार्य हो रहे हैं। सरकार की योजनाएं समाज के अंतिम पंक्ति के लोगों तक पहुंचाई जा रही है।
