सभी प्रोजेक्ट्स के निर्माण के दौरान इंटिग्रेटेड प्लान के साथ कार्य करने के दिये निर्देश
देहरादून। मुख्य सचिव राधा रतूड़ी ने व्यय वित्त समिति (ईएफसी) की बैठक में सम्बन्धित अधिकारियों को सभी प्रोजेक्ट्स के निर्माण के दौरान इंटिग्रेटेड प्लान के साथ कार्य करने के निर्देश दिये। हेल्थ इंफ्रास्ट्रक्चर के विकास की दृष्टि से राज्य में नए निर्माणों से भी अधिक वर्तमान अस्पतालों, स्वास्थ्य सुविधाओं एवं सेवाओं को मजबूत करने एवं सुधारने की जरूरत राज्य में परियोजनाओं के निर्माण के संदर्भ में संसाधनों के अपव्यय को समाप्त करने दृष्टिगत मुख्य सचिव राधा रतूड़ी ने व्यय वित्त समिति (ईएफसी) की बैठक में सम्बन्धित अधिकारियों को सभी प्रोजेक्ट्स के निर्माण के दौरान इंटिग्रेटेड प्लान के साथ कार्य करने की कड़ी हिदायत दी है। मुख्य सचिव राधा रतूड़ी ने अधिकारियों को स्पष्ट किया है कि परियोजनाओं के विकास के दौरान मानव संसाधन, भवन, उपकरणों तथा प्रोजेक्ट्स के आउटकम पर एकीकृत समझ के साथ कार्य किया जाए।
मुख्य सचिव राधा रतूड़ी ने गोपेश्वर एवं रूड़की के डिस्ट्रिक्ट हॉस्पिटल में बनने वाले 50 बैड के क्रिटिकल केयर ब्लॉक की समीक्षा के दौरान स्वास्थ्य विभाग को सख्त हिदायत दी है कि हेल्थ इन्फ्रास्ट्रक्चर के विकास की दृष्टि से राज्य में नए निर्माणों से भी अधिक वर्तमान अस्पतालों, स्वास्थ्य सुविधाओं एवं सेवाओं को मजबूत करने एवं सुधारने की जरूरत है। मुख्य सचिव ने इस सम्बन्ध में संसाधनों के अपव्यय को रोकते हुए वर्तमान स्वास्थ्य सेवाओं को तत्परता से सुधारने के निर्देश दिए हैं। श्रीमती राधा रतूड़ी ने स्वास्थ्य क्षेत्र में वर्तमान स्वास्थ्य एवं चिकित्सा संसाधनों के अधिकतम उपयोग की सख्त नसीहत स्वास्थ्य विभाग को दी है। इसके साथ ही उन्होंने सभी अस्पतालों में सोलर पैनल एवं रैन वाटर हार्वेस्टिंग को अनिवार्य करने की बात कही।
शुक्रवार को सचिवालय में 5 महत्वपूर्ण परियोजनाओं की ईएफसी (व्यय वित्त समिति) की बैठक के दौरान मुख्य सचिव श्रीमती राधा रतूड़ी ने मानसखण्ड योजना के तहत नैनीताल में माँ नयना देवी मन्दिर के सौन्दर्यीकरण एवं सुधारीकरण की समीक्षा करते हुए यहाँ पर पार्किंग के विस्तारीकरण, मंदिर के निकट फ्रीजिंग जोन बनाने तथा योजनाबद्ध विकास कार्यों को जल्द पूरा करने के निर्देश दिए। इस सम्बन्ध में लोक निर्माण विभाग द्वारा जानकारी दी गई कि 1101.62 लाख रूपये की लागत से संचालित होने वाले इस प्रोजेक्ट के तहत 1 वर्ष के भीतर मंदिर परिसर के विकास एवं सौन्दर्यीकरण, यूटिलिटि शिफिटंग, मंदिर परिसर के समीप पार्किंग स्थल को स्टैक पार्किंग में बदलकर उच्चीकृत किया जाएगा। इसमें मंदिर परिसर के आस पास की दुकानों का रिसेटलमेंट तथा पैदल पथ का सौन्दर्यीकरण भी किया जाना है।
इसके साथ ही मुख्य सचिव राधा रतूड़ी ने मानसखण्ड योजना के तहत चम्पावत में देवीधूरा बाराही देवी मंदिर के सौन्दर्यीकरण की समीक्षा करते हुए मन्दिर निर्माण, परिक्रमा मार्ग, प्रवेश द्वार, गहरवालखाम एवं आन्तरिक विद्युतीकरण के कार्य को निर्धारित समय सीमा पर पूरा करने के निर्देश दिए हैं। लोक निर्माण विभाग द्वारा जानकारी दी गई कि 18 माह में पूरा होने वाले इस प्रोजेक्ट की लागत 1253.28 लाख रूपये है। मुख्य सचिव राधा रतूड़ी ने 4042.90 लाख से संचालित होने वाले ऋषिकेश शहर के तहत मुनि की रेति, ढालवाला तथा तपोवन क्षेत्र के ड्रैनेज प्लान (जल निकासी) को जल्द पूरा करने निर्देश सिंचाई विभाग को दिए। बैठक में अपर मुख्य सचिव श्री आनंदवर्धन, सचिव डा0 आर राजेश कुमार, श्री सचिन कुर्वे सहित संबंधित विभागों के अधिकारी मौजूद रहे।
