मोटर मार्गो के निर्माण में वन भूमि अधिग्रहण की बाधित प्रक्रिया का किया जाये समाधान

देहरादून। प्रदेश के लोकनिर्माण मंत्री सतपाल महाराज ने केंद्रीय श्रम एवं रोजगार, वन एवं पर्यावरण मंत्री भूपेंद्र यादव को पत्र लिखकर प्रदेश के पहाड़ी क्षेत्रों में रहने वाले नागरिकों के सुगम यातायात हेतु वांछित मोटर मार्गो के निर्माण में वन भूमि अधिग्रहण की प्रक्रिया के बाधित रहने से हो रही समस्याओं को लेकर उसके निदान के लिए सुझाव दिये हैं ताकि प्रदेश में सड़कों के निर्माण में आने वाली बधाओं को दूर किया जा सके।

प्रदेश के पर्यटन, लोक निर्माण, सिंचाई, पंचायतीराज, ग्रामीण निर्माण, धर्मस्व एवं संस्कृति, मंत्री सतपाल महाराज ने बुधवार को केंद्रीय श्रम एवं रोजगार, वन एवं पर्यावरण मंत्री भूपेंद्र यादव को पत्र लिखकर कहा है कि उत्तराखंड राज्य में लगभग 80% भाग पहाड़ी क्षेत्र एवं 20% भाग मैदानी क्षेत्र है। इसमें से 70% भू-भाग वन आच्छादित है जिस कारण पहाड़ी क्षेत्र में रहने वाले नागरिकों के सुगम यातायात हेतु वंछित मोटर मार्गो के निर्माण में अधिकांशतः वन भूमि की आवश्यकता पड़ती है।

लोनिवि मंत्री श्री महाराज ने केंद्रीय मंत्री को बताया कि अधिकांश मार्गो में एक हेक्टेयर से ज्यादा वन भूमि की आवश्यकता के कारण क्षतिपूर्ति वृक्षारोपण (C.A.Land) हेतु दोगुनी भूमि की आवश्यकता का प्रावधान है। वन भूमि के अलावा उपलब्ध राजस्व भूमि इस कार्य हेतु उपलब्ध कराई जाती है, किंतु वन विभाग द्वारा इसे क्षतिपूर्ति वृक्षारोपण हेतु उपयुक्त नहीं पाया जाता है, जिसका मुख्य कारण उपलब्ध भूमि का पहाड़ की भौगोलिक परिस्थिति में तीक्ष्ण ढाल, पथरीली भूमि एवं सघन वन क्षेत्र होना होता है। जिस कारण वन भूमि अधिग्रहण की प्रक्रिया बाधित रहती है।

श्री महाराज ने केंद्रीय वन मंत्री को लिखे अपने पत्र के माध्यम से सुझाव दिया है कि उत्तराखंड की विषम भौगोलिक परिस्थितियों को देखते हुए क्षतिपूरक वृक्षारोपण हेतु दोगुनी भूमि के स्थान पर केंद्र की योजनाओं की भांति एक गुना भूमि का ही प्राविधान रखा जा सकता है। उन्होंने यह भी सुझाव दिया कि केंद्र की योजनाओं की भांति वन विभाग के स्वामित्व की डिग्रेडेट वन भूमि को क्षतिपूरक वृक्षारोपण के उपयोग में मान्य किया जा सकता है।

प्रदेश के लोनिवि मंत्री सतपाल महाराज ने केंद्रीय वन मंत्री भूपेंद्र यादव को पत्र लिखकर उनसे यह भी अनुरोध किया कि उपयुक्त भूमि के राज्य में उपलब्धता की कमी के दृष्टिगत अन्य राज्यों में उपलब्ध लैंड बैंक को क्षतिपूरक वृक्षारोपण हेतु प्रयोग किये जने के साथ-साथ राज्य हित में उनके सुझावों पर दिशा निर्देश जारी किये जायें।
