लोगों का जीवन बचाने के लिए जागरूकता की आवश्यकता है : बंसल
देहरादून । राष्ट्रीय सड़क सुरक्षा माह 2024, में सड़क सुरक्षा जागरूकता कार्यक्रम की श्रृंखलाओं में आज आयोजित सड़क सुरक्षा रैली राज्यसभा सांसद श्री नरेश बंसल द्वारा होटल द्रोण से हरी झण्डी दिखाकर रवाना किया यह जागरूकता रैली होटल द्रोण से संभागीय परिवहन विभाग के कार्यालय राजपुर रोड तक गई। उन्होंने कहा कि सड़क सुरक्षा हेतु जागरूकता की आवश्यकता है, प्रत्येक वर्ष लाखों लोग रैस ड्राईव के कारण दुर्घटना का शिकार होते हैं, लोगों का जीवन बचाने के लिए जागरूकता की आवश्यकता है इसलिए इस रैली का फ्लैग ऑफ किया गया हैै। कहा कि सरकार का यही प्रयास है कि दुर्घटनाओं में 50 प्रतिशत् से अधिक की कमी लाई जाए इसके लिए सड़कों का निर्माण एवं सुरक्षात्मक उपाय अपनाये जा रहे है। आम आदमी को जागरूक होने की आवश्यकता है।
सड़क सुरक्षा रैली के अवसर पर पर संभागीय परिवहन अधिकारी प्रशासन शैलेश कुमार तिवारी, सहायक संभागीय परिवहन अधिकारी राजेन्द्र विराटिया, टीटीओ एमडी अनुराधा पंत, एवं आरटीओ की टीम व मैजिक एवं आटो के चालक/परिचालक उपस्थित रहे।
इसके उपरान्त राज्यसभा सांसद नरेश बंसल ने ऋषिपर्णा सभागार कलेक्टेªट में जिला स्तरीय सड़क सुरक्षा समिति की बैठक लेते हुए सम्बन्धित विभागों के अधिकारियों को आवश्यक दिशा-निर्देश दिए।
उन्होंने निर्देश दिए कि सड़क सुरक्षा के प्रति जनमानस में जागरूकता लाई जाए इसके लिए स्कूलों में नियमित जागरूगता कार्यक्रम एवं मॉकड्रिल आयोजित की जाएं ताकि नई पीढी जागरूक हो सके साथ ही सरकारी कार्यालयों/संस्थानों आदि में जागरूकता हेतु कार्यक्रम आयोजित करें तथा स्कूलों में सड़क सुरक्षा के नियमों वाले पोस्टर भी लगाएं जिससे बच्चे जागरूक रहें। उन्होंने कहा कि दुर्घटना में घायल हुए व्यक्तियों की सहायता करने वालों को पुरस्कृत करें तथा दुर्घटना के समय की गई सहायता, के वीडियो को प्रसारित किया जाए, जिससे अन्य लोग भी दुर्घटना में घायल लोगों की सहायता करने के लिए प्रेरित हो सकें। उन्होंने कहा कि आटो/रिक्शा सहित सभी वाहनों पर फर्स्ट एड लगाया जाए तथा वाहन चालकों/परिचालकों को फर्स्ट एड का प्रशिक्षण भी दिया जाए, क्योंकि कोई दुर्घटना होती है तो यही लोग फर्स्ट रिस्पांडर होते हैं, इनको प्रशिक्षित कर लोगों की जान बचाई जा सकती है।
उन्होंने सड़कों पर वाहन गति के चेतावनी वाले साईन बोर्ड लगाने तथा विभिन्न क्षेत्र विशेष के अनुसार सड़क सुरक्षा उपाय अपनाने के निर्देश दिए। इसके लिए सभी विभागों के अधिकारी आपसी समन्वय कर बेहतर प्लान बनाये, जिससे दुर्घटनाओं में कमी लाई जा सके। उन्होंने कहा कि जो ब्लैक स्पॉट हैं उनमें सुधारीकरण कार्य कराए तथा जिन ब्लैक स्पॉट में सुधारीकरण कार्यों में समय लग रहा है उनमें शार्ट टर्म सुधार कर दिए जाएं ताकि दुर्घटनाओं को रोका जा सके। उन्होंने कहा कि सड़कों पर लेफ्ट टर्न फ्री होने के उपरान्त भी फ्री नही हो पाता है इसमें सुधार की आवश्यकता है, इसके लिए लोगों को जागरूक करें तथा नियमों का परिपालन करवाये। उन्होंने शहर में जाम की व्यवस्था से निपटने एवं सुरक्षात्मक उपाय करने के लिए स्कूलों के प्रधानाचार्यों/ प्रबन्धकों से स्कूल के खुलने एवं छुट्टी के समय में परिवर्तन करने के निर्देश दिए। माननीय सांसद ने सड़क दुर्घटनाओं पर चिंता जाहिर करते सड़क सुरक्षा के प्रभावी उपाय अपनाने पर बल दिया।
बैठक में बताया कि जनपद में 49 ब्लैक स्पॉट चिन्हित थे जिनमें से 37 में सुधार कर दिया गया है तथा 12 में सुधार की प्रक्रिया गतिमान है। संभागीय परिवहन अधिकारी ने जानकारी देते हुए बताया कि रेस ड्राईविंग में 5766 चालान किए गए हैं तथा 5777 ड्राईविंग लाईसेंस निरस्त किये गए है। पुलिस क्षेत्राधिकारी यातायात ने बताया कि वर्ष 2023 में दुर्घटना में सहायता करने वाले 08 लोगों को पुरस्कृत किया गया है तथा पुलिस एवं आरटीओं द्वारा 2 लाख से अधिक चालान किए गए है। बैठक में बताया गया कि सांय 06 बजे 12 बजे तक अधिक दुर्घटनाएं होती हैं, तथा चार पहिया वाहन से अधिक दुर्घटनाएं सामने आई हैं जबकि मृत्यु दर दो पहिया वालों की अधिक है।
बैठक में जिलाधिकारी श्रीमती सोनिका ने माननीय राज्यसभा सांसद का धन्यवाद ज्ञापित करते हुए सम्बन्धित अधिकारियों को निर्देश दिए कि माननीय सांसद द्वारा बैठक में जो निर्देश एवं मार्गदर्शन दिए गए हैं उनका प्रभावी रूप से पालन किया जाए तथा सड़क सुरक्षा हेतु प्रभावी योजना बनाते हुए कार्य करें।
