टिहरी। जिलाधिकारी मयूर दीक्षित की अध्यक्षता में शुक्रवार को निराश्रित परित्यक्त गोवंश के प्रबन्धन के लिए कांजी हाउस गोशाला शरणालयों की स्थापना हेतु प्रान्तीय अनुश्रवण समिति की बैठक आहूत की गई। जिलाधिकारी ने मुख्य पशु चिकित्सा अधिकारी टिहरी को निर्देश दिये कि जनपद के चिन्ह्ति कांजी हाउस गोशाला शरणालयों के संचालन हेतु इच्छित एनजीओ से गोशाला क्षमतानुसार वरियता क्रम में आवेदन प्राप्त कर लें, ताकि उसी के अनुसार एनजीओ को निराश्रित परित्यक्त गोवंश के प्रबन्धन के लिए गोशाला संचालन हेतु आवंटन किया जा सके। सभी सम्बन्धित अधिशासी अधिकारी नगरपालिकाध्नगर पंचायत को निर्देश दिये गये कि गोशाला निर्माण हेतु धनराशि प्राप्त होते ही टेण्डर की प्रक्रिया पूर्ण करने तथा निर्माण कार्य शुरू करवाना सुनिश्चित करें। साथ ही निराश्रित पशुओं हेतु पूर्व में बनाये गये टीन शैड की देखरेख करने तथा क्षेत्र में कोई भी निराश्रित पशु बीमार या असहाय दिखाई देने पर तत्काल क्षेत्रीय पशु चिकित्सा अधिकारियों से समन्वय कर उपचार करवाने के निर्देश दिये गये।
जिलाधिकारी ने समस्त संबंधित अधिकारियों को निर्देश दिए कि शीतकाल के मध्येनजर सभी आवश्यक व्यवस्थाएं समयान्तर्गत करना सुनिश्चित कर लें। उन्होंने कहा कि शीतकाल में कोई भी व्यक्ति ठण्ड में परेशान न हो, ठण्ड से बचाव हेतु रैन बसेरों में बेड, बिस्तर, शौचालय, बिजली, पानी, साफ-सफाई व्यवस्था, सार्वजनिक स्थलों पर अलाव जलाना, पालाग्रस्त सड़क मार्गों पर नियमित चूना-नमक छिडकाव, गरीब, बेसहारा, निराश्रित, असहाय लोगों को चिन्ह्ति कर अस्थाई रैन बसेरा में रखने, कम्बलों का वितरण आदि समस्त व्यवस्थाएं देखना सुनिश्चित कर लें। सभी ईओ को सिंगल यूज प्लास्टिक को प्रतिबन्धित किये जाने हेतु एक अभियान चलाने तथा कृत कार्यवाही से एक सप्ताह में रिपोर्ट उपलब्ध कराने तथा एसडीएम को समीक्षा करने के निर्देश दिये गये। इसके साथ ही जगह-जगह लगाये गये अनावश्यक होर्डिंग्स, बैनरों को हटाने, डोर टू डोर कूड़ा कलेक्शन एवं सोर्स सेग्रीगेशन करने तथा साफ-सफाई रखने को कहा गया।
मुख्य पशु चिकित्सा अधिकारी ने बताया कि जनपद टिहरी की 06 नगरपालिकाओं में गोशाला निर्माण हेतु शहरी विकास विभाग के आय-व्ययक से तथा 03 नगरपालिकाओं में पशुपालन विभाग के आय-व्ययक से शासन से बजट प्राप्त होना है। बताया कि सभी गौशालाओं को राजकीय मान्यता प्रदत्त पंजीकृत गैर सरकारी पशु कल्याण संस्थाओं के माध्यम से संचालित किया जाना है तथा इन गौशालाओं में शरणागत निराश्रित गोवंश के भरण पोषण हेतु उत्तराखण्ड पशु कल्याण बोर्ड के द्वारा भरण पोषण अनुदान दिया जाना है। बैठक में सीडीओ मनीष कुमार, डीडीओ सुनील कुमार, सीवीओ आशुतोष जोशी, एसडीएम टिहरी संदीप कुमार, एएमए जिला पंचायत संजय खण्डूड़ी, ईओ टिहरी एच.एस. रोतैला उपस्थित रहे, जबकि अन्य संबंधित अधिकारी वर्चुअल माध्यम से बैठक से जुड़े रहे।
