देहरादून। मानसून के दृष्टिगत प्रदेश में सिंचाई एवं लोक निर्माण विभाग द्वारा सभी व्यवस्थाएं चाक-चौबंद कर ली गई हैं। राज्य में केंद्रीय बाढ़ नियंत्रण कक्ष सिंचाई खंड देहरादून के परिसर में स्थापित किया गया है। इसके अलावा दोनों मंडलों में भी बाढ़ नियंत्रण कक्ष स्थापित किए जा चुके हैं। मानसून अवधि में मार्गों को खोलने हेतु बड़ी संख्या में जेसीबी मशीनें तैनात कर दी गई हैं।
उक्त बात प्रदेश के सिंचाई एवं लोक निर्माण मंत्री सतपाल महाराज ने गुरुवार को सुभाष रोड स्थित अपने कैंप कार्यालय पर पत्रकारों से वार्ता करते हुए कही। उन्होंने कहा कि प्रत्येक वर्ष की भांति इस वर्ष भी सिंचाई विभाग के द्वारा 15 जून 2022 से 15 अक्टूबर 2022 तक मानसून अवधि में वर्षा एवं बाढ़ की स्थिति को दृष्टिगत रखते हुए प्रत्येक जनपद के नोडल खण्ड में 15 जून 2022 से बाढ़ नियंत्रण कक्ष की स्थापना कर दी गई है। बाढ़ नियंत्रण कक्ष 24×7 क्रियाशील है।
सिंचाई मंत्री ने जानकारी देते हुए बताया कि प्रत्येक जनपद के नोडल खण्ड के अधिशासी अभियन्ता, बाढ़ नियन्त्रण प्रभारी हैं एवं उनके द्वारा बाढ़ नियंत्रण कक्ष में अधिकारियों, कर्मचारियों की ड्यूटी लगी दी गयी है। राज्य में केन्द्रीय बाढ़ नियंत्रण कक्ष सिंचाई खण्ड, देहरादून के परिसर में स्थापित किया गया है, जिसका दूरभाष सं0-9027022700 है।इसके अलावा दोनों मण्डलों में बाढ़ नियंत्रण कक्ष स्थापित हैं। श्री महाराज ने बताया कि विभागीय बाढ़ नियंत्रण प्रभारी अधिशासी अभियन्ता सिंचाई खण्ड देहरादून द्वारा एक Whatsapp Group का निर्माण किया गया है, जिसमें राज्य स्तरीय अधिकारी सदस्य हैं। इस व्हाट्सएप ग्रुप का उपयोग बाढ़ सम्बन्धित सूचनाओं के आदान प्रदान हेतु किया जा रहा है।
सिंचाई मंत्री श्री महाराज ने कहा कि सभी अधिकारियों को अपने मोबाईल 24×7 चालू रखने को कहा गया है। उन्होंने बताया कि जनपद नैनीताल में 17, ऊधमसिंहनगर में 32, चम्पावत में 05, हरिद्वार में 12, टिहरी में 07 और देहरादून में 11 सहित कुल 84 एवं अन्य सभी जनपदों को मिलाकर कुल 113 बाढ़ चौकियां 15 जून से पूर्व स्थापित की जा चुकी हैं। बाढ़ चौकियों के माध्यम से ग्रामीणों को चेतावनी पहुॅचाने की व्यवस्था की गयी है।
सिंचाई मंत्री श्री महाराज ने बताया कि सम्बन्धित कर्मचारियों के पास ग्राम प्रधानों एवं जनप्रतिनिधियों के मो.नं. से आपदा की स्थिति में तत्काल सूचना पहुंचाने के लिए व्यवस्थाएं पूरी कर ली गई हैं। प्रदेश में सभी मुख्य नदियों के जलस्तर की सिंचाई विभाग के अधिकारियों, कर्मचारियों द्वारा निरन्तर मॉनिटरिंग की जा रही है। केन्द्रीय बाढ़ नियंत्रण कक्ष के माध्यम से सभी जनपदों से प्रतिदिन नदियों के जलस्तर तथा वर्षा के आंकड़े प्राप्त कर संवेदनशील स्थानों पर निरन्तर निगरानी की जा रही है। बाढ सुरक्षा हेतु निर्मित बंधों के संवेदनशील स्थलों पर रेत से भरे बोरे तथा उचित स्थलों पर बोल्डर एवं वायरक्रेट्स की व्यवस्था की गयी है। बंधों की लगातार निगरानी भी की जा रही है। सिंचाई विभाग के नियंत्रणाधीन जलाशयों के बंधों पर भी लगातार निगरानी की जा रही है। उचित स्थलों पर बोल्डर, आर.बी. एम. एवं रेत की व्यवस्था आपात स्थिति हेतु सुनिश्चित की गयी है तथा जलाशयों पर वायरलेस स्टेशन भी संचालित किये जा रहे हैं।
लोक निर्माण मंत्री सतपाल महाराज ने बताया कि सिंचाई विभाग की समान ही लोक निर्माण विभाग ने भी मानसून को देखते हुए अपने सभी तैयारियां पूर्ण कर ली हैं। मानसून अवधि में मार्गों को खोलने हेतु कुल 396 जेसीबी मशीनें लगाई गई हैं। जिसमें कि 122 विभागीय जे.सी.बी. मशीनों के अलावा 274 जे.सी.बी.मशीनें
आउटसोर्स से लगाई गई हैं। इनमें अधिकांश मशीनों में जी.पी.एस. लगा है, जिससे जे.सी.बी. की लोकेशन तत्काल मिल सकेगी। मार्ग के अवरूद्ध होने पर तत्काल जे.सी.बी. उस मार्ग पर भेजी जा सकती है। उन्होंने बताया कि जे.सी.बी. पर कार्यरत चालक का मोबाईल नं.भी कार्ययोजना में अंकित किया गया है, जिससे चालक से सीधे सम्पर्क कर आवश्यकतानुसार मार्ग खोलने के निर्देश दिये जा सकते हैं। लोक निर्माण विभाग के अन्तर्गत क्षतिग्रस्त मार्गों पर कुल 3072 किमी 0 क्रैश बैरियर तथा 4971 किमी ० रोड साईनेज लगाये गये हैं एवं 20 वॉकी-टॉकी भी उपलब्ध कराये गये हैं।
लोनिवि मंत्री ने बताया कि मार्गों के किनारे नालियों को खोलने हेतु निर्देश दिये गये हैं, जिससे वर्षा का पानी मार्ग से जल्दी निकल सके और मार्ग क्षतिग्रस्त न हो।
