देहरादून । पंचायती राज मंत्री सतपाल महाराज द्वारा निदेशालय पंचायतीराज में वरिष्ठ विभागीय अधिकारियों के साथ समीक्षा बैठक की गयी जिसमें सभी जनपदों के जिला पंचायत राज अधिकारी, अपर मुख्य अधिकारीगण वीडियो कान्फ्रेंसिंग के माध्यम से जुडे। मा० मंत्री जी द्वारा अवगत कराया कि पी0डब्लू विभाग में गड्ढा मुक्त ऐप बनाया गया है, जिससे यदि कहीं पर भी सड़क पर गड़ढ़ा हो तो उनकी फोटो लेकर विभाग को भेजी जाती है तथा विभाग द्वारा उस पर त्वरित कार्यवाही की जाती है। इसी तर्ज पर पंचायती राज विभाग में कूड़ा मुक्त ऐप बनाए जाने के निर्देश दिए जिससे ग्रामीण क्षेत्रों में कहीं भी कूड़ा होने की दशा में उसकी सूचना फोटो के माध्यम से विभाग तक पहुंच सके एवं कूड़े का निस्तारण किया जा सके। मा0 मंत्री जी द्वारा यह भी अवगत कराया गया कि कुछ दिनों पूर्व जनपद हरिद्वार के भ्रमण के दौरान उन्हें जनपद हरिद्वार में कहीं भी सफाई नजर नहीं आयी एवं जगह-जगह कूड़े के ढेर लगे दिखाई दिए जो कि बेहद निराशाजनक है। मा0 मंत्री जी द्वारा कड़े निर्देश दिए कि उनके एवं विभागीय अधिकारियों द्वारा कभी भी किसी भी जनपद का औचक निरीक्षण किया जा सकता है तथा अगर किसी जनपद में साफ-सफाई न होना एवं कूड़ा आदि दिखाई दिया तो सम्बन्धित जनपद के अधिकारी के खिलाफ कार्यवाही की जाएगी।
विभागीय अधिकारियों द्वारा मा0 मंत्री जी को अवगत कराया कि पंचायतों में कार्मिकों के पद कम होने के कारण कार्यों में तेजी नहीं आ पा रही है तथा विभाग के ढांचे से मा0 मंत्री जी को अवगत कराया, जिसके क्रम में मा0 मंत्री जी द्वारा शीघ्र विभागीय ढांचे का पुनर्गठन किए जाने का प्रस्ताव बनाए जाने के निर्देश दिए।
मा० मंत्री जी द्वारा पंचायती राज मंत्रालय, भारत सरकार द्वारा 15वें वित्त आयोग के अन्तर्गत आवंटित धनराशि के सापेक्ष व्यय की स्थिति की समीक्षा करते हुए जनपद स्तरीय समस्त अधिकारियों को कड़ी चेतावनी देते हुए व्यय बढाए जाने के निर्देश दिए साथ ही यह भी कहा कि पूर्व में भी कम व्यय होने की वजह से भारत सरकार द्वारा द्वितीय किस्त बड़ी मुश्किल से दी गयी थी, अगर भविष्य में पुनः ऐसी स्थिति आयी तो सम्बन्धित के खिलाफ कार्यवाही की जाएगी साथ ही यह निर्देश दिए कि जनपद के मा० प्रमुख / अध्यक्षों एवं अधिकारियों को मा0 मंत्री जी के हस्ताक्षर से व्यय में वृद्धि किए जाने हेतु पत्र प्रेषित करें।
मा० मंत्री जी द्वारा बैठक में उपस्थित अधिकारियों को जल जीवन मिशन के अन्तर्गत पंचायतों में नए स्रोत Tab किये हैं अथवा नहीं यह सुनिश्चित किए जाने के निर्देश दिए।
सचिव पंचायती राज द्वारा यह अवगत कराया गया कि कॉम्पेक्टर के सम्बन्ध में अवगत कराया गया
कि राज्य में ब्लाक स्तर पर कॉम्पेक्टर स्थापित किये जा चुके हैं तथा कुछ विकास खण्डों में कॉम्पेक्टर का

सचिव पंचायती राज द्वारा अवगत कराया गया कि भारत सरकार द्वारा “मेरी माटी, मेरा देश” अभियान चलाया जा रहा है जिसके अन्तर्गत पंचायत स्तरीय कार्यक्रम एवं पंचायत से विकास खण्ड से दिल्ली कर्तव्य पथ तक मिट्टी यात्रा आयोजित की जानी है। उक्त अभियान के अन्तर्गत “Sila- Phalakam”, “Panch Pran Pledge & Selfie”, “Vasudha Vandana”, Veeron Ka Vandahan” and “Flag Hosting & RashtraGaan” कार्यक्रम समाहित है, जो दिनांक 09 अगस्त से 30 अगस्त, 2023 तक प्रस्तावित है। जिसके अन्तर्गत शिला फलकम की स्थापना – प्रत्येक ग्राम पंचायत में अमृत सरोवर के किनारे अमृत सरोवर न होने पर किसी अन्य जल निकाय पर अथवा दोनों के न होने पर पंचायत कार्यालय, स्कूल. खेल मैदान अथवा अन्य महत्वपूर्ण सार्वजनिक स्थान पर स्मारक पट्टिका की स्थापना की जानी है। मा० मंत्री जी द्वारा निर्देश दिये गये कि किसी भी बलिदानी / शहादत सैनिक / रक्षा कर्मियों का नाम स्मारक पट्टिका में अंकित होने से छोडा न जाए।
सचिव द्वारा मा० मंत्री जी को अवगत कराया गया कि पूर्व बैठक में दिए गए निर्देशानुसार पंचायत भवन निर्माण हेतु schedule तैयार किया जा चुका है। जिस पर मा0 मंत्री जी द्वारा समस्त अधिकारियों को निर्देश दिए कि schedule के अनुसार ही समस्त कार्य पूर्ण किया जाना सुनिश्चित करें। साथ ही भविष्य में बनने वाले पंचायत भवन अथवा जो पंचायत भवन निर्माणाधीन हैं उनमें लाईब्रेरी भी बनायी जाए एवं पंचायत भवन बनाते समय पंचायत भवनों की गुणवत्ता की जांच भी कर ली जाए।
निदेशक द्वारा अवगत कराया गया कि डिजिटाईजेशन के दृष्टिगत भारत सरकार द्वारा जारी निर्देशों के क्रम में राज्य की समस्त पंचायतों में QR Code लगाए जाने की कार्यवाही की जा चुकी है, जिससे पंचायतों में ऑनलाइन लेन-देन किया जा सकेगा।
मा० मंत्री जी द्वारा अवगत कराया गया कि विकास खण्डों में स्थित कई ग्राम पंचायतें वर्तमान में सड़क संयोजिता के कारण वर्तमान में सम्बन्धित विकास खण्ड की तुलना में भौगोलिक रूप से अन्य विकासखण्डों के निकटस्थ हो गयी हैं तथा सम्बन्धित ग्राम पंचायत के निर्वाचित प्रतिनिधियों एवं ग्रामीणों को अपने विकासखण्ड में आवागमन करने में काफी लम्बी दूरी तय करनी पड़ती है, जबकि भौगोलिक रूप से सम्बन्धित ग्राम पंचायतों की निकटता / कनैक्टिविटी अन्य ग्राम पंचायतों से अच्छी है। इस के सम्बन्ध में विकासखण्डों के परिसीमन किए जाने के सम्बन्ध में मा0 मंत्री जी द्वारा एक परिसीमन आयोग गठिन किए जाने हेतु प्रस्ताव तैयार करने के निर्देश दिए।
मा० मंत्री जी द्वारा अवतग कराया गया कि जनपद पौड़ी में निलकंठ मंदीर यात्रा मार्ग पर एवं मंदिर तक जाने हेतु पैदल मार्ग में किसी भी प्रकार का अतिक्रमण बर्दाश्त नहीं किया जाएगा तथा यह निर्देश दिए कि तत्काल अतिक्रमण हटाये जाने के सम्बन्ध में आवश्यक कार्यवाही करें।
मा० मंत्री जी द्वारा जिला पंचायतों में अवर अभियन्ता एवं कनिष्ठ अभियन्तों के स्वीकृत पद के सापेक्ष कार्यरत एवं रिक्त पदों की सूचना तैयार कर शासन एवं मा0 मंत्री जी के समक्ष प्रस्तुत किए जाने के निर्देश दिए ।
