देहरादून । भारतीय जनता पार्टी नेता एवं पूर्व दर्जाधारी विवेकानंद खंडूरी ने उत्तराखंड के मुख्यमंत्री पुष्कर सिंह धामी, केंद्रीय शिक्षा मंत्री धर्मेंद्र प्रधान और प्रधानमंत्री नरेंद्र मोदी को पत्र प्रेषित किया है। प्रेषित पत्र में हेमवती नंदन बहुगुणा सेंट्रल यूनिवर्सिटी की एग्जीक्यूटिव काउंसिल द्वारा गढ़वाल मंडल के दस राजकीय सहायता प्राप्त अशासकीय महाविद्यालयों की संबद्धता समाप्त किए जाने के निर्णय पर पुनः विचार कर छात्र हित मे पूर्व की व्यवस्था को जारी करने का अनुरोध किया है।
हेमवती नंदन बहुगुणा गढ़वाल सेंट्रल यूनिवर्सिटी की एग्जिक्यूटिव काउंसिल द्वारा गढ़वाल मंडल के 10 अशासकीय राजकीय सहायता प्राप्त डिग्री कॉलेजों की सेंट्रल यूनिवर्सिटी से शैक्षणिक सत्र 2023-24 के लिए संबद्धता समाप्त कर दी गई। और इन सभी डिग्री कॉलेजों को राज्य स्तरीय श्री देव सुमन यूनिवर्सिटी से संबद्धता देने के लिए कहा गया। उल्लेखनीय है कि, श्रीदेव सुमन यूनिवर्सिटी में लॉ फैकेल्टी जैसी महत्वपूर्ण फैकल्टीज नहीं है इसके साथ ही इन सभी डिग्री कॉलेजों का नाम सेंट्रल यूनिवर्सिटी की वेबसाइट से भी हटाने के निर्देश दिए। डिग्री कॉलेजों की संबद्धता 01 जुलाई 2023 से आरंभ होने वाले नए शैक्षणिक सत्र के दौरान की गई है। एग्जिक्यूटिव काउंसिल के इस असंवैधानिक निर्णय के खिलाफ कुछ अशासकीय कॉलेजों के प्रबंधकों द्वारा उत्तराखंड हाई कोर्ट का दरवाजा खटखटाया गया। को पर हाई कोर्ट नैनीताल ने सेंट्रल यूनिवर्सिटी की एग्जीक्यूटिव काउंसिल के निर्णय के खिलाफ स्टे देकर रोक लगा दी।
सेंट्रल यूनिवर्सिटी ने अभी तक छात्रों के एडमिशन के लिए कोई स्पष्ट विकल्प नहीं दिया है। स्पष्ट आदेश नहीं होने की वजह से प्रभावित कॉलेज एडमिशन की प्रक्रिया चालू करने के लिए असमंजस की स्थिति में हैं। छात्रों के सामने एडमिशन लेने की समस्या खड़ी हो गई है। वर्तमान में सेन्ट्रल यूनिवर्सिटी से संबद्ध महाविद्यालयों को छोड़कर अन्य सभी महाविद्यालयों में प्रवेश की प्रक्रिया शुरू हो गई है। विगत दिवस सेंट्रल यूनिवर्सिटी में अपने अधीन महाविद्यालयों को सीयूईटी के अंको पर एडमिशन देने के आदेश दिए हैं। इन महाविद्यालयों में एडमिशन किस प्रक्रिया के तहत होंगे यह भी सेंट्रल यूनिवर्सिटी ने स्पष्ट नहीं किया है। दूसरी समस्या यह है कि गढ़वाल विश्वविद्यालय से संबद्ध कॉलेजों में स्नातक की परीक्षाएं चल रही हैं। परीक्षाओं के परिणाम आने के बाद ही एडमिशन की प्रक्रिया शुरू हो पाएगी।
सेंट्रल यूनिवर्सिटी की एग्जीक्यूटिव काउंसिल द्वारा 10 राजकीय सहायता प्राप्त अशासकीय महाविद्यालयों को असंबद्ध करने के विवाद के चलते छात्र एवं छात्राओं के सामने एडमिशन लेने की चुनौती खड़ी हो गई है।
उच्च न्यायालय उत्तराखंड द्वारा दिनांक 16 नवंबर 2021 को पारित आदेश के खिलाफ जाकर हेमवती नंदन बहुगुणा गढ़वाल केंद्रीय विश्वविद्यालय की एग्जीक्यूटिव काउंसिल ने अपने अधीन 10 महाविद्यालयों की संबद्धता समाप्त की है।
उच्च न्यायालय के स्पष्ट आदेश हैं कि, महाविद्यालयों की संबद्धता को असंबद्ध करने का निर्णय ना तो केंद्र सरकार और ना ही उत्तराखंड राज्य सरकार द्वारा लिया जाएगा। इसके बावजूद हेमवती नंदन बहुगुणा गढ़वाल केंद्रीय विश्वविद्यालय ने यह विवादित फैसला देकर उच्च न्यायालय द्वारा पारित निर्णय की अवहेलना की है जोकि निसंदेह न्यायालय की अवमानना भी है। इसके पीछे एग्जीक्यूटिव काउंसिल की क्या मंशा है? यह एक जांच का विषय है। इस प्रकरण की उच्चस्तरीय जांच कर एग्जीक्यूटिव काउंसिल की भूमिका और मंशा को जनहित में जानना अति आवश्यक हो जाता है।
