शहर में भीख मांगने वालों की अब खेर नही…

देहरादून । बच्चों का सहारा लेकर भीख मांगने वालों की अब खेर नही इन्हें रोकने को जल्द बनने जा रही है टास्क फोर्स। शहर में भीखारियो की बेलगाम भीड़ से माहौल बिगड़ता ही जा रहा है। मंदिरों में भीड़ वाली जगह बाजारों में ,रेस्टोरेंट व शॉपिंग मॉल के गेट के पास अन्य कई जगहों पर बच्चो के साथ भीख मांगते हुए इन्हें देख सकते है। इस तरह भिखारियों की बढ़ती तादाद से स्मार्ट सिटी की सुंदरता बिगड़ती जा रही है जिसे रोकने के लिए अब प्रशासन  सख्त कदम उठाने जा रहा है।

जिलाधिकारी डॉ आर राजेश कुमार की अध्यक्षता में जिला टास्कफोर्स समिति की बैठक संपन्न हुई। जिलाधिकारी ने जनपद में भिक्षावृत्ति पर रोक लगाने हेतु कड़े कदम उठाने के निर्देश टास्क फोर्स समिति एवं संबंधित विभागों के अधिकारियों को दिए।
जिलाधिकारी ने निर्देश दिये कि शहर में भिक्षावृत्ति करने एंव करवाने वालों पर सख्त कार्रवाई करें खासकर जो महिलाएं बच्चों को गोद में लेकर भिक्षावृत्ति कर रही हैं उन पर विशेष नजर रखते हुए कार्रवाई करने तथा बच्चों को चाइल्ड केयर होम में रखने को कहा। साथ ही भिक्षावृत्ति करने वालों पर जे जे एक्ट में कार्रवाई करने को कहा। उन्होंने समिति के अधिकारियों को निर्देश दिए कि शहर में जो भिक्षावृत्ति के मुख्य स्थल है को चिन्हित करते हुए नियमित रूप से प्रभावी कार्रवाई की जाए। उन्होंने कहा कि भिक्षावृत्ति को एक अपराधिक दृष्टिकोण से देखते हैं भिक्षावृत्ति करने व करवाने वालों पर प्राथमिकी दर्ज करने के भी निर्देश दिए। उन्होंने जनमानस को भिक्षा ना देने हेतु जागरूक करने के लिए मुख्य स्थानों पर पोस्टर बैनर चस्पा करने, नगर निगम के कूड़ा कलेक्शन वाहनों से इसके लिए जागरूकता संदेश चलाए जाए, भिक्षावृत्ति करने वालों पर कड़ी कार्रवाई करने तथा इस कार्य में स्थानीय अभिसूचना इकाई की भी मदद ली जाए। उन्होंने समिति के सदस्यों को संबंधित विभागों से समन्वय करते हुए प्रभावी योजना के तहत कार्य करने के निर्देश दिए। कहा कि अन्य राज्यों के लोग जो भिक्षावृत्ति करते हुए पाए जाते हैं उनका पूर्ण पता लेते हुए उनको अपने मूल राज्य एवं जनपद में भेजे जाने की व्यवस्था बनाए। उन्होंने कहा कि सड़कों पर भिक्षावृत्ति करते हुए पाए जाने वाले बच्चों को चाइल्ड केयर होम में रखा जाए। कहा कि बार-बार भिक्षावृत्ति करते हुए पकड़े जाने वाले लोगों पर जे जे एक्ट में निर्धारित प्राविधानों के अनुरूप सख्त कार्यवाही करते अमल में लाई जाए। साथ ही निर्देश दिए कि बार-बार भिक्षावृत्ति करते पाए जाने वालों को जेल भेजा जाए। उन्होंने कहा कि समिति को भिक्षावृत्ति एवं बालश्रम की शिकायत पर नियमित छापेमारी अभियान चालाये जाने तथा जो लोग इस प्रकार के क्रियाक्लाप में लिप्त है पर भी सख्त कार्यवाही करें।
जिलाधिकारी ने जनमानस से अपेक्षा की है कि सड़क, चैराहों, बाजारों, धार्मिक स्थलों के बाहर भिक्षावृत्ति करने वालों को भिक्षा न दी जाए, ऐसा करने से भिक्षावृत्ति की प्रवृत्ति पर रोक लगने में मदद मिलेगी।
