पौड़ी। संस्कृति विभाग उत्तराखंड द्वारा लोक कलाकारों को चयनित कर उनको पहचान पत्र जारी करेगा। यह पहचान पत्र लोक कलाकारों को सभी प्रकार की सुविधाएं दिलाने में कारगर सिद्ध होगा।
देवभूमि उत्तराखंड के प्रसिद्ध शक्तिपीठ महाकालिंका मंदिर पौड़ी गढ़वाल-अल्मोड़ा के नवनिर्मित मंदिर के उद्घाटन एवं मूर्ति स्थापना के अवसर पर एक विशाल जनसभा को संबोधित करते हुए कार्यक्रम के मुख्य अतिथि प्रदेश के पर्यटन, एवं संस्कृति मंत्री सतपाल महाराज ने अहम योजनाओं के साथ अपने सम्बोधन में लोक कलाकारों के लिए कई अन्य महत्वपूर्ण घोषणायें भी की।
कार्यक्रम के दौरान संस्कृति मंत्री श्री सतपाल महाराज ने कहा कि उत्तराखंड के लोक कलाकारों को संस्कृति विभाग द्वारा एक पहचान पत्र जारी किया जाएगा। इस पहचान पत्र में कलाकार का आधार नंबर, आय एवं अन्य सभी प्रकार के विवरण उपलब्ध होंगे। यह पहचान पत्र सभी कलाकारों को हर प्रकार की सुविधाएं दिलाने में बेहद उपयोगी होगा।
उन्होंने घोषणा की कि कलाकारों की पहचान ग्राम सभा, ब्लाक एवं नगरपालिका स्तर से होगी, ऐसा करने से जमीनी व पारंपरिक कलाओं से जुड़े वास्तविक कलाकारों की सही पहचान हो पाएगी। कलाकारों को उनकी श्रेणी और कला के अनुसार श्रेणीबद्ध किया जाएगा।
श्री महाराज ने कहा कि पहचान पत्र के आधार पर संस्कृति विभाग उत्तराखंड द्वारा चयनित कलाकारों का जीवन बीमा, स्वास्थ्य बीमा एवं दुर्घटना बीमा भी करायेगा। उन्होंने घोषणा की कि 45 वर्ष से अधिक आयु के मूर्धन्य चयनित कलाकारों के माध्यम से उनके निकटवर्ती पंचायत घरों, सामुदायिक भवनों अथवा मिलन केंद्रों में सांस्कृतिक कार्यशालयें संचालित कराई जाएंगी, जिससे कि उनके लिए नियमित आर्थिकी की व्यवस्था हो सके।
उन्होंने यह भी घोषणा की कि संस्कृति विभाग द्वारा निर्माणाधीन प्रेक्षागृहों को सांस्कृतिक केंद्रों के रूप में विकसित किया जाएगा, जिससे खराब मौसम आदि में भी कलाकार अपनी प्रतिभा का प्रदर्शन कर सकें।
कैबिनेट मंत्री श्री सतपाल महाराज ने महाकाली मंदिर समिति गढ़वाल-अल्मोड़ा के समस्त पदाधिकारियों एवं हजारों की संख्या में उपस्थित श्रद्धालुओं को शुभकामनाएं देते हुए कहा कि देवभूमि उत्तराखंड के प्रसिद्ध शक्तिपीठ महाकाली का यह मंदिर श्रद्धालुओं के लिए विशेष आकर्षण का केंद्र है। मां भगवती को हम सभी शक्ति, ज्ञान, स्वास्थ्य व खुशहाली का प्रतीक मानकर उनकी पूजा करते हैं। उन्होंने कहा कि मुझे शक्तिपीठ मां भगवती कालिंका के नवनिर्मित मंदिर उद्घाटन एवं मूर्ति स्थापना के अवसर पर आपके मध्य आने का मौका मिला यह मेरे लिए सौभाग्य की बात है।
उन्होंने कहा कि शक्तिपीठ मां कालिंका का यह मंदिर बहुत ही प्राचीन है। यहां पर तीलू रौतेली ने मां भगवती की उपासना की थी। तीलू रौतेली जब-जब भी युद्ध को जाती थी उससे पूर्व वह यहां पर वह पूजा अर्चना किया करती थी। इसलिए यह प्राचीन शक्ति केन्द्र हमारे लिए अटूट श्रद्धा एवं आस्था का केंद्र भी है।
कार्यक्रम के दौरान लोक गायक श्री नरेंद्र सिंह नेगी, मीना राणा, बिशन सिंह हरियाला, सौरव मैठाणी और महिमा उनियाल की शानदार प्रस्तुतियों उपस्थित श्रद्धालुओं को मंत्रमुग्ध कर दिया।
