भ्रामक एवं गलत सूचनाएं देने पर सख्त कार्यवाही के निर्देश

देहरादून। प्रदेश के सिंचाई मंत्री सतपाल महाराज ने सोमवार को सिंचाई विभाग की समीक्षा बैठक आयोजित कर विभागीय अधिकारियों को सिंचाई विभाग में समूह ‘क’, ‘ख’ और ‘ग’ के अंतर्गत सीधी भर्ती एवं पदोन्नति के स्वीकृत रिक्त पदों को शीघ्र भरने के निर्देश दिए हैं।

सिंचाई मंत्री सतपाल महाराज ने सोमवार को यमुना कॉलोनी स्थित सिंचाई विभाग के सभागार में विभागीय समीक्षा बैठक में अधिकारियों को निर्देशित किया कि विभाग में समूह ‘क’, ‘ख’ और ‘ग’ के अंतर्गत सीधी भर्ती एवं पदोन्नति के स्वीकृत रिक्त 2046 पदों को शीघ्र भरा जाये। श्री महाराज ने कहा कि प्रदेश के बेरोजगार नवयुवकों को रोजगार देने के लिए शीघ्र ही विभागीय रिक्त पदों पर नियुक्ति की प्रक्रिया प्रारंभ की जाए ताकि कोरोनाकाल में युवाओं को राहत मिल सके।

सिंचाई मंत्री श्री सतपाल महाराज ने समीक्षा बैठक के दौरान बताया कि वित्तीय वर्ष 2020-21 में पूंजी लेखा मद के अनुमोदित बजट के सापेक्ष अवमुक्त धनराशि 262.99 करोड़ के सापेक्ष 224.44 करोड़ व्यय किये गए, एवं सभी मदों से राज्य में 206 योजनाएं पूर्ण की गई हैं।

सिंचाई मंत्री ने कहा कि प्रधानमंत्री कृषि सिंचाई योजना के वर्तमान में प्रचलित मानक रुपए 2.50 लाख प्रति हेक्टेयर से रुपए 3.50 लाख प्रति हेक्टेयर किए जाने तथा पीएमकेएसवाई में क्षतिग्रस्त नेहरों के पुनरुद्धार एवं जीर्रणोद्वार की योजनाओं की स्वीकृति हेतु प्रभावी कार्यवाही की जाए। विभागीय अधिकारियों को निर्देश देते हुए सिंचाई मंत्री ने कहा कि राज्य के जनपद चंपावत में निर्माणाधीन कोलीढेक झील, जनपद पिथौरागढ़ में निर्माणाधीन थरकोट झील तथा अन्य निर्माणाधीन झीलों के कार्य अक्टूबर 2021 तक हर हालत में पूर्ण किए जाने चाहिए। उन्होंने स्पष्ट किया कि यदि समय पर कार्य पूर्ण नहीं होते और बजट खर्च नहीं होता तो संबंधित अधिकारियों के विरूद्ध एडवर्स एंट्री की जाएगी। उन्होंने कहा कि थरकोट झील के क्षेत्र में एन.एच. द्वारा डाले गए मलवे को शीघ्र हटाया जाए तथा समस्त बजट उपयोग का समय से किया जाए।

जमरानी बांध परियोजना के एडीबी से फंडिंग हेतु आवश्यक कार्यवाही करने के निर्देश देते हुए बांध परियोजना से प्रभावित विस्थापितों के लिए उधम सिंह नगर में भूमि चिन्हित करने की कार्यवाही में तेजी लाने के भी विभागीय मंत्री द्वारा निर्देश दिए गए। सिंचाई मंत्री श्री सतपाल महाराज ने कहा कि हल्द्वानी में पेयजल की समस्या तथा सिंचाई क्षेत्र में वृद्धि के दृष्टिगत परियोजना का कार्य शीघ्र प्रारंभ किया जाए।

उन्होंने सौंग बांध परियोजना के पुनर्वास कार्य हेतु भूमि के चिन्हीकरण को शीघ्र पूर्ण करते हुए पुनर्वास नीति तैयार करने का भी निर्देश दिया है तथा योजना के वित्त पोषण हेतु जमरानी बांध परियोजना की भांति Externally Added Project के अंतर्गत प्रस्तावित करने की कार्यवाही शीघ्र पूर्ण किए जाने के भी आदेश दिए हैं।

सिंचाई मंत्री ने समीक्षा बैठक के दौरान जनपद हरिद्वार में बाढ़ प्रभावित क्षेत्रों के निरीक्षण के समय संबंधित अभियंता द्वारा उन्हें भ्रामक एवं गलत सूचनाएं दिए जाने पर सख्त कार्यवाही के निर्देश भी दिए हैं। उन्होंने अधिकारियों से कहा कि विभागीय सूचनाओं तथा आपदा के दृष्टिगत सूचनाओं को जनता तक समय पर उपलब्ध कराये जाने हेतु विभाग प्रभावी तंत्र विकसित करें।
बैठक में सिंचाई सचिव श्री एस. ए. मरूगेशन, प्रमुख अभियंता सिंचाई श्री मुकेश मोहन सहित सिंचाई विभाग के अनेक अधिकारी मौजूद थे।
