देहरादून । पूर्व मुख्य मंत्री व सांसद हरिद्वार संसदीय क्षेत्र मंत्री  डाॅ0 रमेश पोखरियाल निशंक की अध्यक्षता में जिला विकास समन्वय और निगरानी समिति(दिशा) की बैठक मंथन सभागार राजपुर रोड़ में आयोजित की गई। बैठक में केन्द्र सरकार एवं राज्य सरकार द्वारा संचालित योजनाओं की प्रगति एवं पूर्व बैठक में दिए गए निर्देशों की समीक्षा की गई। उन्होंने अधिकारियों को टीम वर्क के साथ कार्य करते हुए केन्द्र एवं राज्य सरकार की जन कल्याणकारी  योजनाओं को समयबद्धता के साथ धरातल पर उतारने का कार्य करते हुए देहरादून को स्मार्ट जनपद बनाए ताकि प्रदेश के अन्य जनपदों को भी समयबद्धता एवं गुणवत्ता के साथ समय पर लक्ष्य पूर्ण करने का संदेश जाए। अधिकारी विजन को मिशन में बदलें ताकि रिर्पोट नहीं बल्कि रिजल्ट धरातल पर दिखें इसके लिए लक्ष्य को समयबद्धता के साथ पूर्ण करें।
बैठक में योजनाओं की समीक्षा करते हुए सांसद ने संबंधित विभागों को निर्देशित किया कि विभिन्न योजनाओं के प्रभावी क्रियान्वयन के साथ ही यह सुनिश्चित करें कि जन कल्याणकारी योजनाओं का लाभ अन्तिम छोर तक के व्यक्ति को मिले तथा पात्र व्यक्ति योजनाओं से वंचित न रहे। योजनाओं के क्रियान्वयन हेतु समस्त विभाग संबंधित क्षेत्र के जनप्रतिनिधियों से भी चर्चा करें साथ ही योजनाओं का लाभ पात्र लाभार्थियों को मिल रहा है तथा योजनाओं की धरातल पर स्थिति की जानकारी भी जनप्रतिनिधियों एवं जनमानस से संवाद कर प्राप्त करते हुए उनके सुझाव भी प्राप्त करें।
उन्होंने निर्देशित किया कि विभागों, स्थानीय जनप्रतिनिधियों के साथ ही संबन्धित पात्र के बीच संवाद बनाते हुए योजनाओं का प्रभावी क्रियान्वयन करें। अधिकारियों को निर्देशित किया योजनाओं के क्रियान्वयन एवं समयबद्धता के साथ पूर्ण करने हेतु लक्ष्य निर्धारित करें तथा अधिकारी क्षेत्रों में जाकर धरातल पर योजनाओं की समीक्षा करें तथा केन्द्र एवं राज्य सरकार द्वारा विभिन्न विकास योजनाओं हेतु दी जा रही धनराशि का व्यय विकास कार्यों में शत-प्रतिशत हो रहा है की भी माॅनिटरिंग करें। उन्होंने निर्देश दिए कि जनप्रतिनिधियों एवं स्थानीय लोगों द्वारा उठायी जा रही समस्याओं का समाधान करते हुए कृत कार्यवाही की जानकारी संबंधित को भी उपलब्ध कराई जाए।
सांसद ने समग्र शिक्षा के तहत स्मार्ट क्लासेस पर कार्य करने के साथ ही ब्लाॅक स्तर पर प्रतिभाशाली छात्र-छात्राओं को बेहतर मंच प्रदान करने के क्षेत्र में टीम बनाकर कार्य करने के निर्देश शिक्षा विभाग को दिए। उन्होंने सेवायोजन विभाग को मांग के अनुरूप छात्र-छात्राओं एवं युवक-युवतियों को कौशल विकास का प्रशिक्षण देने के निर्देश दिए। एनएचआई एवं एनएच को संचालित योजनाओं की प्रगति बढ़ाने व एनएच के अधिकारियों को जोगीवाला से रिस्पना पुल तक एलिवेटिड रोड़/फ्लाईओवर के कार्यों में प्रगति बढ़ाने के निर्देश दिए। तथा जल संस्थान को 2023 तक जल जीवन मिशन के तहत हर घर को नल से जल जोड़ते हुए जल स्त्रोतों का सवंर्धन के भी निर्देश दिए। बीएसएनएल को निर्देशित किया कि जो क्षेत्र इंटरनेट कनेक्टिविटी से वंचित है वहां पर कनेक्टिविटी किए जाने की तैयारियों की जानकारी प्राप्त की। साथ ही मुख्य चिकित्सा अधिकारी को चिकित्सालयों के निर्माण कार्यों की निरंतर समीक्षा करने के निर्देश दिए। बैठक में समस्त विभागीय अधिकारियों द्वारा अपने विभाग से संबंधित योजनाओं की प्रगति के बारे में अवगत कराया।
बैठक में जिलाधिकारी ने समस्त विभागों के अधिकारियों को निर्देशित किया कि मा0 सांसद द्वारा दिए गए निर्देशों का परिपालन करते हुए योजनाओं की प्रगति बढ़ाए तथा योजनाओं का लाभ पात्र व्यक्तियों तक पहुंचाने का कार्य करते हुए योजनाओं की माॅनिटरिंग एवं निरंतर समीक्षा करें तथा योजनाओं को गुणवत्ता एवं समयबद्धता के साथ पूर्ण करते हुए योजनाओं की क्रियान्वयन में क्षेत्रीय जन प्रतिनिधियों से भी चर्चा करते हुए सुझाव प्राप्त करें।
बैठक में  सांसद राज्य सभा नरेश बंसल,  विधायक सहसपुर सहदेव सिंह पुण्डीर, जिलाधिकारी श्रीमती सोनिका, मुख्य विकास अधिकारी सुश्री झरना कमठान, ब्लाॅक प्रमुख कालसी मठोर सिंह, चकराता निधि राणा, रायपुर ममता देवी, सहसपुर सीमा नेगी, मा0 विधायक राजपुर एवं धर्मपुर विधानसभा के प्रतिनिधि रतन सिंह चैहान व हरीश नारंग सहित जिला पचांयत सदस्य स्थानीय जनप्रतिनिधि, निदेशक ग्राम्य विकास अभिकरण आरसी तिवारी, जिला विकास अधिकारी सुशील मोहन डोभाल, पुलिस अधीक्षक क्राईम विशाखा सहित समस्त जनपद स्तरीय अधिकारी उपस्थित रहे।
