सरकार ने किया बुनियादी आय प्राप्त करने वाले करोड़ों गरीबों के साथ खिलवाड़ : आर्य
देहरादून। नेता प्रतिपक्ष श्री यशपाल आर्य नेे महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारंटी अधिनियम (मनरेगा) को (1 जनवरी) से आधार से जोड़े जाने की निंदा की है और इसे देश के गरीब और हाशिये पर पड़े लोगों के लिए ‘नए साल का क्रूर उपहार’ बताया हैै।
श्री आर्य ने कहा कि सरकार ने मनरेगा के तहत काम करके बुनियादी आय प्राप्त करने वाले करोड़ों गरीबों से उनका अधिकार छीन लिया है। इस मुश्किल, बोझिल और अविश्वसनीय प्रणाली के अन्तर्गत भुगतान प्रणाली की जरुरतों को समझना और उसे पूरा करना मजदूरों के लिए काफी मुश्किल हो जाएगा। आधार-आधारित भुगतान प्रणाली के तहत वेतन पाने वाले मजदूरों के आधार कार्ड को उनके जॉब कार्ड और बैंक खातों से जोड़ा जाना जरुरी है उसके बाद उनके आधार डिटेल को भारतीय राष्ट्रीय भुगतान निगम के डेटाबेस के साथ मैप किया जाएगा। उसके बाद बैंक की संस्थागत पहचान संख्या को नेशनल पेमेंट्स कॉरपोरेशन ऑफ इंडिया डेटाबेस पर मैप किया जाएगा।
श्री आर्य ने कहा कि देश में कुल मिलाकर 25.69 करोड़ मनरेगा श्रमिक हैं. इनमें से 14.33 श्रमिक सक्रिय माने जाते हैं. 27 दिसंबर 2023 तक कुल पंजीकृत श्रमिकों में से 34.8 फीसदी (8.9 करोड़) और 12.7 फीसदी सक्रिय श्रमिक (1.8 करोड़) अभी भी एबीपीएस के माध्यम से भुगतान पाने में सक्षम नहीं हैं.‘’। श्रमिकों, प्रैक्टिसनर्स और शोधकर्ताओं ने मनरेगा में मजदूरी के भुगतान के लिए एबीपीएस के उपयोग से आने वाली चुनौतियों से अवगत कराया था, लेकिन इसके बावजूद मोदी सरकार ने तकनीक के साथ अपना विनाशकारी प्रयोग जारी रखा है.
नेता प्रतिपक्ष ने कहा कि मनरेगा के प्रति सरकार की उदासीनता कई बार सामने आ चुकी है। डिजिटल हाजिरी (एनएमएमएस), एबीपीएस, ड्रोन निगरानी और प्रस्तावित एनएमएमएस में चेहरे की पहचान जैसी तकनीक के साथ उनका खतरनाक प्रयोग उनकी उसी उदासीनता को दिखाता है।
श्री यशपाल आर्य ने कहा कि ग्रामीण आर्थिकी के लिये महत्वपूर्ण योजना होने के बावजूद इस योजना में हाल के वर्षों में बजट में कटौती गई है। 2023 के बजट में मनरेगा के लिए 60,000 करोड़ रुपये आवंटित किए गए थे, जो 2022-23 के संशोधित अनुमान की तुलना में मनरेगा के आवंटन में
33 फीसदी की गिरावट थी ।
नेता प्रतिपक्ष ने कहा कि सरकार को सबसे कमजोर भारतीयों को उनके सामाजिक कल्याण के लाभों से वंचित करने के लिए तकनीक, विशेष रूप से आधार को हथियार बनाना बंद करना चाहिए, लंबित वेतन भुगतान को जारी करना चाहिए और पारदर्शिता में सुधार के लिए ओपन मस्टर रोल और सोशल ऑडिट लागू करना चाहिए।
