उत्तर प्रदेश सरकार ने नवरात्र, दशहरा व रामलीला से संबंधित सामूहिक आयोजनों के संबंध में विस्तृत दिशा-निर्देश जारी कर दिया है। इसके अनुसार किसी भी कार्यक्रम जैसे जयंती, मेला, प्रतिमा स्थापना
एवं विसर्जन, रामलीला, जागरण, प्रदर्शनी, रैली व जुलूस आदि के लिए नोएडा व लखनऊ में पुलिस कमिश्नर तथा अन्य जिलों में डीएम से पूर्व अनुमति लेना अनिवार्य होगा।
मुख्य सचिव आरके तिवारी की तरफ से जारी इन दिशा-निर्देशों में कहा गया है कि सामूहिक गतिविधियां कतिपय प्रतिबंधों के अधीन होंगी। किसी भी बंद स्थान, हॉल या कमरे की निर्धारित क्षमता का 50 प्रतिशत लेकिन अधिकतम 200 व्यक्तियों तक को फेस मास्क, सोशल डिस्टेंसिंग, थर्मल स्क्रीनिंग, सैनिटाइजर व हैंडवाश की उपलब्धता की अनिवार्यता के साथ अनमुति दी जाएगी। इसी तरह किसी भी खुले स्थान या मैदान पर ऐसे स्थानों के क्षेत्रफल के अनुसार मास्क, सोशल डिस्टेंसिंग, थर्मल स्क्रीनिंग, सैनिटाइजर व हैंडवाश की उपलब्धता की अनिवार्यता के साथ अनमुति दी जाएगी। सभी जिलों में प्रत्येक आयोजन स्थल पर सार्वजनिक रूप से प्रचार-प्रसार के लिए पब्लिक एड्रेस सिस्टम का उपयोग अनिवार्य होगा।
चौराहों या सड़क पर नहीं रखी जाएंगी मूर्तियां
मुख्य सचिव ने स्पष्ट कहा है कि मूर्तियों की स्थापना पारंपरिक परंतु खाली स्थान पर की जाएगी और उनका आकार छोटा रखा जाएगा तथा मैदान की क्षमता से अधिक लोग नहीं रहेंगे। चौराहों या सड़क पर कोई मूर्ति या ताजिया नहीं रखी जाएगी। आवश्यकता के अनुसार वैकल्पिक व्यवस्था के लिए जिला प्रशासन आयोजन समितियों से विचार-विमर्श कर कोविड-19 के प्रोटोकॉल के अनुसार कार्रवाई करेगा। मूर्तियों के विसर्जन के लिए यथासंभव छोटे वाहनों का प्रयोग किया जाएगा और विसर्जन कार्यक्रम में न्यूनतम लोग ही शामिल होंगे। रैली या विसर्जन के लिए रूट प्लान पहले तैयार किया जाएगा। इसमें विसर्जन स्थल का चिह्नांकन, अधिकतम व्यक्तियों की संख्या का निर्धारण एवं शारीरिक दूरी का पालन कराने की योजना भी पहले बनाई जाएगी। रैली या विसर्जन जुलूस की दूरी ज्यादा होने पर एंबुलेंस की सेवाएं भी ली जाएंगी।
कार्यक्रम स्थल पर होंगे आने-जाने के अलग रास्ते
कार्यक्रम स्थल के लिए अलग से दिशा-निर्देश जारी किए गए हैं। इसके तहत आयोजन स्थल पूर्व में चिह्नित कर उसकी सीमा तय करते हुए विस्तृत साइट प्लान तैयार करना होगा जिसमें शारीरिक दूरी बनाए रखने, थर्मल स्कैनिंग व सेनेटाइजेशन के मानक का पालन हो सके। कार्यक्रम स्थल पर आगंतुकों के लिए प्रवेश एवं निकास के लिए अलग-अलग एवं यथासंभव एक से अधिक रास्ते बनाए जाएंगे। कार्यक्रम स्थल पर केवल वही स्टाफ या दर्शक प्रवेश करेगा, जिसमें किसी प्रकार के कोविड के लक्षण नहीं होंगे। ऐसे सभी कार्यक्रमों में चिकित्सकीय सुविधाओं के लिए निकटवर्ती हास्पिटल से मैपिंग करने की भी योजना बनाने को कहा गया है। कार्यक्रम स्थल पर कोविड-19 से बचने के उपायों से संबंधित पोस्टर-बैनर लगाए जाएंगे और यथासंभव आडियो-विजुअल प्रचार-प्रसार भी किया जाएगा। कार्यक्रम स्थल पर एसी लगाए जाने की स्थिति में सीपीडब्ल्यूडी की गाइड लाइन का पालन करना होगा। इसके तहत तापमान 24-30 डिग्री तथा ह्यूमिडिटी की रेंज 40-70 डिग्री के बीच रखना होगा।
कंटेनमेंट जोन में नहीं मिलेगी अनुमति
शासन ने यह भी स्पष्ट किया है कि कंटेनमेंट जोन में किसी भी त्योहार विषयक गतिविधियों की अनुमति नहीं होगी। कंटेनमेंट जोन से किसी भी आयोजक, कर्मचारी अथवा दर्शक को आयोजन में आने की अनुमति भी नहीं होगी। इसके साथ ही 65 वर्ष से अधिक उम्र के व्यक्तियों, गंभीर रोगों से ग्रसित व्यक्तियों, गर्भवती महिलाओं तथा 10 वर्ष से कम उम्र के बच्चों को घर पर रहने की सलाह दी गई है। कार्यक्रम, प्रदर्शन व रैल के दौरान किसी भी व्यक्ति में कोविड का लक्षण दिखाई देने पर उसे तब तक आइसोलेट रखना होगा, जब तक उसे चिकित्सकीय सुविधा न उपलब्ध हो जाए।
