ओबीसी बिल पर केंद्रीय शिक्षा मंत्री का स्प्ष्ट बयान सरकार की मंशा पर सवाल ना उठाएं

देहरादून/नई दिल्ली। केंद्रीय शिक्षा मंत्री धर्मेंद्र प्रधान ने ओबीसी बिल पर चल रही प्रतिक्रियाओं पर विराम लगाते हुए कहा है कि प्रधानमंत्री नरेंद्र मोदी के नेतृत्व वाली भाजपा सरकार ने साल 2014 में केंद्र में सरकार बनने के बाद सदैव ओबीसी जातियों के हित में काम किया है।
शिक्षा मंत्री ने राज्यसभा में ओबीसी बिल पर चर्चा में भाग लेते हुए कहा कि उनकी सरकार से किसी ने इस बात की सिफारिश नहीं की थी, इसके बावजूद उनके पेट्रोलियम मंत्री रहते पेट्रोल पंप और एलपीजी डिस्ट्रीब्यूटरों की नियुक्ति में ओबीसी जातियों को पर्याप्त आवंटन किया गया। इसलिए सरकार की मंशा पर संदेह करना अनावश्यक है।
श्री प्रधान ने कहा कि विपक्षी पार्टियों ने ओबीसी वर्ग को अब तक तमाम सुविधाओं से वंचित रखा और उनमें भय पैदा किया। जबकि इसके विपरीत भाजपा सरकार ने 11262 एलपीजी डिस्ट्रीब्यूटरशिप आवंटित की। इनमें अनुसूचित जाति और जनजातियों को तो उनका अधिकार दिया ही बल्कि 2852 ओबीसी नौजवानों को रोजगार मुहैया कराने के लिए एलपीजी डिस्ट्रीब्यूटरशिप दिये। उस वक्त सरकार से ऐसी किसी ने मांग नहीं की थी। बावजूद इसके सरकार ने पिछले सात साल में कुल 28558 पेट्रोल पंप दिये। इनमें से 7888 पेट्रोल पंप ओबीसी नौजवानों को आवंटित किये गये ताकि उन्हें रोजगार का अवसर मिल सके। सरकार से किसी ने ऐसा करने को कहा नहीं था। लेकिन प्रधानमंत्री नरेंद्र मोदी जो कहते हैं वो करते हैं। श्री प्रधान ने कहा कि यही हमारे नेताओं की खूबी है। इसलिए जो लोग इस बिल के जरिए हमारी मंशा पर संदेह कर रहे हैं, उसके पीछे कोई आधार नहीं है।
समाजवादी पार्टी के रामगोपाल यादव पर कटाक्ष करते हुए श्री प्रधान ने कहा कि राजनीतिक टीका-टिप्पणी करना विपक्षी नेताओं का काम है। ऐसा नहीं करेंगे तो ये लोग छपेंगे कैसे, नाम कैसे होगा। श्री प्रधान ने कहा आने वाले चुनावों के देखते हुए विपक्षी पार्टियां ओबीसी जातियों के मन में डर पैदा कर रही हैं।
जहां तक पचास प्रतिशत आरक्षण का सवाल है, शिक्षा मंत्री ने कांग्रेस नेता अभिषेक मनु सिंघवी के भाषण का हवाला देते हुए कहा कि बिहार, कर्नाटक, तमिलनाडु, केरल, महाराष्ट्र, तेलंगाना, आंध्र प्रदेश और पांडिचेरी जैसे अनेक राज्य लगभग 80 राज्य आरक्षण में 50 प्रतिशत की सीमा तक जा चुके हैं। शिक्षा मंत्री ने सवाल उठाया कि क्या ये राज्य अनायास इसी सीमा तक चले गये हैं? लेकिन ओडिशा जैसे राज्य अब कह रहे हैं वो करना चाहते हैं लेकिन केंद्र ने उनके हाथ बांधे हुए हैं। वे आरक्षण की तय सीमा से आगे कैसे जाएं। जबकि यही राज्य मंडल कमीशन की रिपोर्ट को लागू करने के खिलाफ सुप्रीम कोर्ट आया था।
