देहरादून। राज्य में गर्भवती महिलाओं की कठिनाइयों को शीर्ष प्राथमिकता पर लेते हुए नवनियुक्त मुख्य सचिव श्रीमती राधा रतूड़ी ने सचिवालय में अपनी पहली बैठक में राज्य में गर्भवती महिलाओं की चुनौतियों एवं समस्याओं की समीक्षा की। मुख्य सचिव श्रीमती राधा रतूड़ी ने सभी जिलाधिकारियों को उनके जनपदों में होने वाली किसी भी गर्भवती महिला की गर्भावस्था या प्रसव के दौरान होने वाली मृत्यु के ऑडिट या मेटरनल डेथ ऑडिट व्यवस्था का सख्ती से पालन सुनिश्चित करने के निर्देश दिए हैं। इस सम्बन्ध में श्रीमती रतूड़ी ने सभी जिलों जल्द से जल्द आंकडे़ स्वास्थ्य विभाग को उपलब्ध करवाने तथा प्रत्येक मातृ मृत्यु प्रकरण का अलग-अलग (केस टू केस) अध्ययन के निर्देश दिए हैं। उन्होंने जनपदों में विशेषरूप से दुर्गम एवं दूरस्थ पर्वतीय क्षेत्रों में सभी गर्भवती महिलाओं की प्रसवपूर्व जांच (एण्टी नेटल चेक अप ) को अनिवार्यतः सुनिश्चित करवाने हेतु स्वास्थ्य व्यवस्था को मजबूत करने के निर्देश दिए हैं। इस सम्बन्ध में मुख्य सचिव श्रीमती रतूड़ी ने प्रत्येक जनपद में सभी गर्भवती महिलाओं का पंजीकरण हुआ है या नही तथा कितनी गर्भवती महिलाओं की नियमित प्रसवपूर्व जांच की जा रही है, का टै्रक रिकॉर्ड रखने की सख्त हिदायत दी है। उन्होंने इस सम्बन्ध में आंगनबाड़ी कार्यकत्रियों को समुचित प्रशिक्षण देने के भी निर्देश दिए हैं। मुख्य सचिव ने इस सम्बन्ध में आशा एवं आंगनबाड़ी कर्मियों के लिए एसओपी भी तैयार करने के निर्देश दिए हैं। स्वास्थ्य विभाग द्वारा जानकारी दी गई कि वर्तमान में प्रदेश में 82 प्रतिशत महिलाओं की प्रसवपूर्व जांच की जा रही है।
मुख्य सचिव श्रीमती राधा रतूड़ी ने अत्यन्त जोखिम वाली गर्भवती महिलाओं ( हाई रिस्क प्रेगन्सी) को चिहिन्त करके उनके स्वास्थ्य का नियमित फॉलोअप करने की कार्ययोजना पर पूरी गंभीरता से कार्य करने के निर्देश स्वास्थ्य विभाग को दिए हैं। वर्तमान में उत्तराखण्ड में संस्थागत प्रसव 91 प्रतिशत हैं, जोकि 81 प्रतिशत से बढ़कर 91 प्रतिशत हो गया है। मुख्य सचिव ने संस्थागत डीलवरी को अधिक से अधिक बढ़ाने हेतु कार्य करने के निर्देश दिए हैं।
राज्य में गर्भवती महिलाओं के प्रसव के दौरान डॉक्टर्स एवं गाइनाकॉलिस्टस की कमी को पूरा करने के सम्बन्ध में मुख्य सचिव श्रीमती राधा रतूड़ी ने अधिक से अधिक नर्सिंग ऑफिसर्स को इस सम्बन्ध में प्रशिक्षण देने के निर्देश दिए हैं। मुख्य सचिव ने सम्बन्धित विभाग को स्वास्थ्य सेवा 108 की पुरानी एवं खराब गाड़ियों को शीर्ष प्राथमिकता पर जल्द बदलने के कड़े निर्देश दिए हैं। इसके साथ ही उन्होंने सभी जनपदों से डोली पालकी की डिमाण्ड शीघ्र स्वास्थ्य विभाग को भेजने के निर्देश दिए हैं। स्वास्थ्य विभाग द्वारा जल्द ही 78.60 लाख के बजट के साथ 262 डोली पालकियां जिलों को उपलब्ध करवाया जाना प्रस्तावित है। महिलाओं के स्वास्थ्य क्षेत्र में बेहतरीन कार्य करने वाली गैर सरकारी संस्थाओं के सहयोग से मुख्य सचिव ने जनपदों में रेडियोलॉजिस्ट की कमी को पूरा करने की कार्ययोजना पर कार्य करने के निर्देश भी सभी जिलाधिकारियों को दिए हैं। स्वास्थ्य विभाग द्वारा 796 एएनएम तथा 1376 नर्सिग ऑफिसर्स की भर्ती की गई है। इसके साथ ही 36 विशेषज्ञ डॉक्टर्स को यू कोट वी पे के आधार पर तैनात किया गया है।
मुख्य सचिव श्रीमती राधा रतूड़ी ने गर्भवती महिलाओं को सरकारी योजनाओं के तहत दिए जाने वाले आहार की रैण्डम सैम्पलिंग करके इसको क्रॉस चैक करवाकर भोजन की पौष्टिकता की नियमित जांच के भी निर्देश दिए हैं। उन्होंने गर्भवती महिलाओं के भोजन में स्थानीय अनाजों को प्रोत्साहित करने की हिदायत दी है।
मुख्य सचिव श्रीमती राधा रतूड़ी ने सभी जिलाधिकारियों से उनके जिलों में कितनी गर्भवती महिलाओं द्वारा वन स्टॉप सेन्टर को बर्थ वेटिंग हॉम के रूप में उपयोग किया जा रहा है, की जानकारी जल्द उपलब्ध करवाने के निर्देश दिए गए हैं। राज्य में हाई रिस्क प्रेगनेंसी के केसों के सम्बन्ध में वन स्टॉप सेन्टर हेतु 76 लाख रूपये के बजट का प्रावधान किया गया है।
मुख्य सचिव ने 104 कॉल सेन्टर व्यवस्था जिसके तहत एएनएम द्वारा गर्भवती महिलाओं का स्वास्थ्य संबंधी फॉलों अप किया जाता हैं, को और अधिक मजबूत करने तथा इसके माध्यम से सभी गर्भवती महिलाओं के स्वास्थ्य का टै्रक रिकॉर्ड रखने के निर्देश दिए। उन्होंने इस सम्बन्ध में एक सॉफटवेयर जल्द से जल्द लॉच करके सभी जनपदों में इसे लागू करने के निर्देश दिए हैं। इसके साथ ही मुख्य सचिव श्रीमती रतूड़ी ने स्वास्थ्य विभाग को गर्भवती महिलाओं की सहायता हेतु टेलीमेडिसिन को भी राज्य में अधिक से अधिक प्रोत्साहित करने के निर्देश दिए हैं। स्वास्थ्य विभाग द्वारा गर्भवती महिलाओं हेतु राज्य में 109 डिलीवरी पॉइन्टस को उपकरणों तथा मानव संसाधनों की दृष्टि से मजबूत किया जा रहा है।
मुख्य सचिव श्रीमती राधा रतूड़ी सभी जिलाधिकारियों से उनके जनपदों में हीमोग्लोबिन मीटर की डिमाण्ड जल्द से जल्द स्वास्थ्य विभाग उपलब्ध करवाने के निर्देश दिए हैं। उन्होंने कहा कि इस सम्बन्ध में सीएसआर (कॉरपोरेट सोशल रिसपॉन्सिबिलिटी) फण्ड की सहायता से कार्य किया जाएगा। मुख्य सचिव ने प्रदेश में गर्भवती महिलाओं को नियमित रूप से आयरन फॉलिक एसिड टेबलेट की उपलब्धता सुनिश्चित करवाने के भी निर्देश दिए हैं।
मातृ मृत्यु दर के सम्बन्ध में उत्तराखण्ड की स्थिति 103 है। राज्य सरकार द्वारा 2030 तक उत्तराखण्ड के मातृ मृत्यु दर को 70 पर लाने का लक्ष्य रखा गया है। वर्तमान में भारत में मातृ मृत्यु दर 197 है।
