कैबिनेट मंत्री सतपाल महाराज ने बेबाकी से दिये विपक्ष के सवालों के जवाब

देहरादून। सदन की कार्यवाही में  सत्ता पक्ष व विपक्ष की प्रश्नकाल के दौरान गहमा गहमी का होना तो आम बात है परन्तु पूछे गए प्रश्नों का सदन की गरिमा के साथ विपक्ष की जिज्ञासाओं को शांत करते हुए सदन के वातावरण को प्रभावित करें ऐसी शख्सियतें राज्य की प्रगति की कारक होती है,लोक निर्माण, सिंचाई, एवं संस्कृति मंत्री सतपाल महाराज ने मंगलवार को विधानसभा सत्र के दौरान सदन में प्रश्नकाल के दौरान विपक्ष और सत्ता पक्ष द्वारा पूछे गये प्रश्नों  के बड़ी सूझ-बूझ और संतोषजनक तरीके से उत्तर देने पर सभी ने उनकी भूरी-भूरी प्रशंसा की।

विधानसभा सत्र के दौरान मंगलवार को सदन में प्रश्नकाल के दौरान जहाँ प्रदेश के पर्यटन, लोक निर्माण, सिंचाई, एवं संस्कृति मंत्री श्री सतपाल महाराज ने विपक्ष और सत्ता पक्ष द्वारा पूछे गये प्रश्नों का बड़ी सफाई के साथ उत्तर दिया वहीं सदन में श्री महाराज से पूछे गये तारांकित प्रश्नों के जवाब से सदन में उपस्थित अधिकांश विधायक भी संतुष्ट दिखाई दिये।

सदन की कार्यवाही के दौरान टिहरी विधायक श्री धन सिंह नेगी ने सवाल किया कि क्या टिहरी बांध विस्थापितों को जमीन उपलब्ध ना होने पर सरकार नगद प्रतिकर देने पर विचार कर रही है।
उन्होंने यह भी जानना चाहा कि नगद प्रतिकर के लिए वर्तमान में सरकार द्वारा कितनी धनराशि का प्रावधान किया गया है। तारांकित प्रश्न के जवाब में सिंचाई मंत्री श्री सतपाल महाराज ने सदन को अवगत कराया कि 22 जनवरी 2021 को ऊर्जा मंत्री भारत सरकार की अध्यक्षता में एक बैठक हुई थी जिसमें उसके साथ टिहरी सांसद माला राज्य लक्ष्मी शाह, विधायक धन सिंह नेगी, घनसाली विधायक शक्ति लाल शाह, प्रताप नगर विधायक विजय सिंह पंवार ने भी प्रतिभाग किया था। जिसमें भूमि के बदले नगद प्रतिकृति धन प्राप्ति के निर्धारण हेतु सचिव ऊर्जा की अध्यक्षता में समिति का गठन किया गया। सचिव ऊर्जा की अध्यक्षता में गठित समिति में सचिव सिंचाई एवं पुनर्वास निदेशक टिहरी बांध परियोजना 20 सदस्य नामित थे समिति ने 1 जुलाई 2021 व 28 जुलाई 2021 को हुई बैठकों में सम्पार्शिविक क्षति से प्रभावित पात्र परिवार ग्राम रोला कोर्ट को छोड़कर अन्य को भूमि के बदले 74.40 लाख प्रति परिवार दिए जाने पर सहमति हुई है। श्री महाराज ने सदन को यह भी अवगत कराया कि भूमि के बदले नकद धनराशि 74. 40 लाख की गणना प्रभावित क्षेत्र के तत्समय देय प्रतिकर (प्रभावित क्षेत्र में तत्समय भूमि की बाजारी दर, सोलेशियम, एक्सग्रेसिया, विकास लागत) पर 12 प्रतिशत सामान्य ब्याज जोड़ते हुए की गई है।

उन्होंने बताया कि सम्पार्शिविक क्षति नीति, 2021 में भूमि के बदले 2 एकड़ भूमि जनपद देहरादून एवं हरिद्वार में दिए जाने का प्रावधान है। भूमि स्वीकार ना होने की दशा में नगद राशि दिए जाने का प्रावधान किया गया है। जबकि भूमि के बदले नगद प्रति कर दिए जाने हेतु सम्पार्शिविक क्षति नीति में आवश्यक संशोधन की कार्यवाही की जा रही है।

टिहरी विधायक श्री धन सिंह रावत द्वारा सदन में पूछे गए तारांकित प्रश्न का सटीक और संतोषजनक उत्तर मिलने पर उन्होंने सदन में सिंचाई मंत्री श्री सतपाल महाराज की जमकर तारीफ करते हुए 20 वर्षों बाद विस्थापित परिवारों मिलने वाले न्याय के लिए उनका और प्रदेश के मुख्यमंत्री श्री पुष्कर सिंह धामी का आभार भी व्यक्त किया।

सत्र के दौरान सिंचाई एवं लोक निर्माण मंत्री श्री सतपाल महाराज से विधायक श्री खजान दास ने तारांकित प्रश्न कर जानना चाहा कि टिहरी गढ़वाल के विकासखंड जौनपुर के अंतर्गत अलगाड़ एवं भद्रीगाड़ नदी में जो सैकड़ों एकड़ भूमि वर्ष 2010 की आपदा में बह गई थी? अवशेष भूमि एवं जान माल की हानि को रोकने के लिए तत्कालीन समय में सरकार उक्त नदियों के तटबंध निर्माण हेतु क्या कार्ययोजना तैयार की गई है।

सिंचाई मंत्री श्री सतपाल महाराज ने विधायक श्री खजान दास को तारांकित प्रश्न का जवाब देते हुए सदन को अवगत कराया कि अवशेष भूमि एवं जान माल की हानि को रोकने के लिए सरकार ने बाढ़ सुरक्षा योजनाओं का गठन किया है जिसमें भद्री गाड सुरक्षा योजना 2015-16 को नाबार्ड मद से 895.34 लाख की स्वीकृति प्रदान की गई थी। इस योजना का कार्य 2018-19 में पूरा किया जा चुका है। इसके अलावा अलगाड़ नदी से थत्यूड़ एवं भवान की बाढ़ सुरक्षा योजना और जनपद टिहरी गढ़वाल के जौनपुर विकासखंड में अलगाड़ नदी (यमुना पुल) से बंदर कोड बस्ती की बाढ़ सुरक्षा योजना सहित सहित पूछे गए तमाम प्रश्नों के सिंचाई मंत्री द्वारा संतोषजनक उत्तर मिलने पर उन्होंने भी उनका धन्यवाद किया।

कुल मिलाकर मंगलवार को सदन में विपक्ष द्वारा जिस तरह से एक के बाद एक ताबड़तोड़ 14 प्रश्नों के पर्यटन, लोक निर्माण, सिंचाई, एवं संस्कृति मंत्री श्री सतपाल महाराज ने बेबाकी से जवाब दिये वह काबिले तारिफ है।
