देहरादून । भाजपा के नेतृत्व वाली उत्तराखंड सरकार ने राज्य में समान नागरिक संहिता (यूसीसी) पर चर्चा करने और उसे लागू करने के लिए 5 फरवरी को विधानसभा का सत्र बुलाया है। राज्य सरकार की ओर से शुक्रवार को जारी बयान के मुताबिक, उत्तराखंड विधानसभा अध्यक्ष ने सोमवार, 5 फरवरी 2024 से दोबारा सदन बुलाया है।” हालाँकि, इसमें विशेष एक दिवसीय सत्र के दौरान उठाए जाने वाले मुद्दों का उल्लेख नहीं किया गया था।
यह घटनाक्रम मुख्यमंत्री पुष्कर सिंह धामी द्वारा गणतंत्र दिवस की पूर्व संध्या पर अपने संदेश में कहा गया कि राज्य में यूसीसी कानून लागू करने के लिए जल्द ही राज्य विधानसभा सत्र बुलाया जाएगा। धामी ने कहा, ”समान नागरिक संहिता के लिए बनी पांच सदस्यीय समिति ने मसौदा तैयार कर लिया है। ड्राफ्ट मिलते ही विधानसभा का सत्र बुलाया जाएगा और पूरे उत्तराखंड में समान नागरिक संहिता कानून लागू किया जाएगा।’
यूसीसी कानूनों के एक सामान्य समूह को संदर्भित करता है जो सभी धर्मों और जनजातियों के प्रथागत कानूनों को समाहित करेगा और विवाह, तलाक, विरासत और रखरखाव जैसे मुद्दों को नियंत्रित करेगा। संविधान में यह राज्य के गैर-न्यायसंगत नीति निर्देशक सिद्धांतों का हिस्सा है। फरवरी 2022 में राज्य विधानसभा चुनावों से पहले, धामी ने घोषणा की थी कि सत्ता में आने पर यूसीसी को लागू करना सरकार का पहला निर्णय होगा।
राज्य में भाजपा सरकार के सत्ता में आने के बाद, उसने उत्तराखंड के लिए यूसीसी पर एक मसौदा रिपोर्ट तैयार करने के लिए न्यायमूर्ति (सेवानिवृत्त) रंजना देसाई की अध्यक्षता में पांच सदस्यीय मसौदा समिति का गठन किया।
