पुरानी पेंशन को लेकर कर्मचारियों का आन्दोलन जारी ! सैकड़ों कर्मचारी सड़क पर उतरे
public-voice.in January 10, 2024 7देहरादून। पुरानी पेंशन योजना (ओपीएस) की बहाली की मांग को लेकर रक्षा क्षेत्र से जुड़े सरकारी कर्मचारी लगातार आन्दोलनरत हैं। वर्तमान में आयुध निर्माणी कमर्चारी भी चार दिनों की क्रमिक भूखहड़ताल पर बैठे हैं। हड़ताल के तीसरे दिन बुधवार को कमर्चारियों ने आयुध निर्माणी के मुख्यद्वार के समीप जमकर प्रदर्शन किया ओर नयी पेशन स्कीम को समाप्त कर पुरानी पेंशन योजना लागू करने की मांग की। इस दौरान कर्मचारियों के समर्थन में आज इंटक के प्रदेश अध्यक्ष हीरा सिंह बिष्ट भी हड़ताली कर्मचारियों के बीच पहुंचे और उनको समर्थन दिया। कर्मचारियों की यह हड़ताल मौजूदा राष्ट्रीय पेंशन योजना (एनपीएस) के बजाय पुरानी पेंशन योजना को लागू करने के लिए केंद्र पर दबाव बनाने के उद्देश्य से किया गया है।
हड़ताल को सम्बोधित करते हुए श्री विष्ट ने कहा कि ने कहा कि सरकार कर्मचारियों के साथ धोखा कर रही है। पहले तो जीवनभर उनसे सेवा ली गई, उसके बाद जब सेवानिवृत्ति हुए, बुढ़ापे का समय आया तो उन्हें ऐसे ही छोड़ दिया गया। उन्होंने कहा कि जब से पुरानी पेंशन योजना को बंद किया गया उसके बाद से जो कर्मचारी सेवानिवृत्त हो रहे हैं, उन्हें महज हजार पंद्रह सो रूपए की पेंशन मिल रही है, जो जीवन-यापन करने के लिए पर्याप्त नहीं है। उन्होने कहा कि एनपीएस में कर्मचारियों को पेंशन का लाभ पेंशन निधि में योगदान करने के बाद ही मिल पाता है जबकि इसके पहले किसी बिना किसी अतिरिक्त योगदान के कर्मचारियों को सरकार से पेंशन का लाभ मिल जाता था। उन्होंने कहा कि वर्तमान पेंशन स्कीम मार्केट लिंक्ड पेंशन स्कीम होने के कारण एनपीएस के तहत आने वाले कर्मचारियों अपनी पेंशन की सुरक्षा को लेकर शंका बनी रहती है क्योंकि जो पैसे आपके एनपीएस खातों में जमा होते हैं सरकार उसका इस्तेमाल निवेश बाजार में करती है जिससे होने वाला नुकसान या फायदे का असर सीधे-सीधे आपके एनपीएस खातों पर ही पड़ता है।
इस दौरान कर्मचारी नेताओं ने अपने सम्बोधन में कहा कि स्कीम अगर अच्छी है तो सांसद, विधायक को स्कीम में शामिल क्यों नहीं किया गया। उनको क्यों पुरानी पेंशन का लाभ दिया जा रहा है। वक्ताओं ने कहा कि एनपीएस युवाओं के लिए अभिशाप है क्योंकि उन्हें इस स्कीम का लाभ नहीं मिलेगा। कर्मचारी नेताओं ने अपने सम्बोधन में कहा कि एक जनवरी 2004 के बाद से जो भी भर्ती हुई है। उन्हें न्यू पेंशन स्कीम के तहत रखा गया है। इसका हम लोग विराध कर रहे हैं। गारंटेड पेंशन स्कीम की मांग कर रहे हैं, जो पहले थी। पुरानी पेंशन स्कीम के अंदर जब आदमी रिटायर होता है तो उसकी बेसिक सैलरी का आधा प्लस डीए मिलता है। यदि किसी की सैलरी एक लाख रुपये है तो 50 हजार रुपये पेंशन मिलती है। साथ में डीए भी मिलता है। नई पेंशन स्कीम में कर्मचारियों को तीन हजार रुपये पेंशन मिलेगी। इससे कर्मचारियों का बुढ़ापा खराब हो रहा है। हमारी मांग पुरानी स्कीम को वापस करने की है। जिससे कि हम अपना बुढ़ापा अच्छे से काट सकेंगे। पेंशन होगी तो आत्मसम्मान और स्वाभिमान से जी सकेंगे। नई पेंशन स्कीम में तीन हजार रुपये पेंशन से घर परिवार नहीं चल सकता है। कर्मचारियों ने कहा की उन्हे बच्चों के भविष्य की चिंता सता रही है जो कि एनपीएस के दायरे में आ रहे हैं।
