देहरादून शहर और स्मार्ट सिटी के नाम पर शहर की बुरी हालत अब देहरादून के लोगों को खलने लगी है। अब तक शहर की हालत में सुधार की उम्मीद करने वाले लोग पूरी तरह से निराश हो गये हैं। गुरुवार को हुई संयुक्त नागरिक संगठन की बैठक में यह बात साफ तौर पर सामने आई कि लोग अब खोदी गई सड़कों और अस्त-व्यस्त शहर से परेशान हो चुके हैं और नेताओं और अधिकारियों पर दबाव बनाकर जल्द से जल्द शहर की हालत में सुधार करवाना चाहते हैं।
इस बैठक में भाजपा और कांग्रेस के नेताओं के साथ विभिन्न संगठनों के प्रतिनिधियों, गणमान्य लोगों, सामाजिक कार्यकर्ताओं और पत्रकारों ने भी हिस्सा लिया। ज्यादातर वक्ताओं का कहना था कि जिस तरह से पिछले कई वर्षों से सड़कें खोदी जा रही हैं और शहर के लोगों का जीवन खतरे में डाला जा रहा है, वह अब बर्दाश्त से बाहर है। बैठक में स्मार्ट सिटी की प्रोजेक्ट की बदहाली के साथ ही मास्टर प्लान 2041 और शहर में पेड़ों को काटे जाने का लेकर भी चर्चा हुई। इन तमाम मसलों को लेकर दून डेक्लीरेशन का मसौदा तैयार करने और राज्य स्थापना दिवस के मौके पर इसे सार्वजनिक करने पर चर्चा हुई।
एसडीसी फांउडेशन के संस्थापक अनूप नौटियाल ने बैठक में निकले निष्कर्षों का अंत में सारांश करते हुए कहा कि एम डी डी ए ने मास्टर प्लान-2041 का जो मसौदा तैयार किया है उस पर आपत्तियां दर्ज करवाने का लोगों को पर्याप्त समय नहीं दिया। उन्होंने दून वैली नोटिफिकेशन के संभावित बदलाव, शहर की जनसंख्या और देहरादून की कैरिंग कैपेसिटी पर कई सवाल खड़े किये। उन्होंने तीन तरह से समस्याओं के समाधान की जरूरत बताई। इसमें विभिन्न समितियों का गठन कर लोगों को जागरूक और लामबंद करना, चिंतन पदयात्राएं निकालना और कानूनी प्रक्रिया का सहारा लेना शामिल है।
बैठक शुरुआत करते हुए जगमोहन मेहंदीरत्ता ने कहा कि पूरा शहर खोदकर लोगों को जान जोखिम में डाली जा रही है। अखबारों में जो स्मार्ट सिटी को लेकर खबरें छपती हैं जमीन पर वह होता नहीं है। ट्रैफिक व्यवस्था पूरी तरह खराब है। मेट्रो को लेकर कई बार नेता और अधिकारी विदेशों को दौरा कर चुके हैं, लेकिन मेट्रो फाइलों से बाहर नहीं निकल रही है। पार्षद देवेंद्र पाल सिंह मोंटी ने कहा कि देहरादून का स्मार्ट सिटी बनाने का फैसला ही गलत था। एक अलग से स्मार्ट सिटी बनानी चाहिए थी। अब स्मार्ट सिटी के नाम पर मनमानी हो रही है।
पुरुषोत्तम भट्ट ने कहा कि किसी को मोदी की चिन्ता है, किसी को राहुल की लेकिन अपने बच्चों की किसी को चिन्ता नहीं है। इसीलिए शहर की ये हालत है। महिलाएं और युवक लगातार आंदोलन कर रहे हैं, लेकिन हम उनके साथ खड़े होने तक की जहमत नहीं उठा रहे हैं। पूर्व पार्षद अनूप कपूर ने युवाओं में बढ़ रहे नशे की प्रवृत्ति पर चिन्ता जताई और कहा कि अन्य समस्याओं के साथ यह भी एक बड़ी समस्या बन गई है।
अनिल जग्गी ने कहा कि पिछले 20 वर्षों में शहर बर्बाद हो गया है। उन्होंने सरकार पर दबाव बनाने के लिए प्रेशर ग्रुप बनाने की जरूरत बताई। आशीष गर्ग ने रिहायशी इलाकों में कमर्शियल निर्माणों पर पूरी तरह से पाबंदी लगाने की जरूरत बताई। नीलेश राठी ने कहा कि अब समस्याओं में चर्चा करने का समय नहीं है। अब समाधान की बात होनी चाहिए। उन्होंने बोटल नेक चिन्हित कर फ्लाईओवर बनाने के साथ ही लोगों में ट्रैफिक सेंस विकसित करने की जरूरत बताई।
प्रदीप कुकरेती ने संस्था को सुझाव दिया कि हम एक मेमो (सुझाव व शिकायत) बनाकर जिलाधिकारी , नगर निगम , MDDA व माननीय मुख्यमन्त्री जी के साथ ही शहरी विकास विभाग मेँ एक शिष्टमण्डल या मौन धरने के माध्यम से देना चाहिये।
